Notice of Sole Source Intent The Bureau of Reclamation, Columbia-Pacific Northwest Regional Office intends to award a purchase order for stream gauging services for the Upper Snake River, including areas below Jackson Lake; below Flat Creek near Jackson, WY; above the reservoir near Alpine, WY; above Jackson Lake at Flagg Ranch, WY; Pacific Creek at Moran, WY; Buffalo Fork above Lava Creek near Moran, WY; Greys River above Reservoir near Alpine, WY; Willow Creek below Tex Creek near Ririe, ID. Reclamation has found the Idaho Department of Water Resources to be the only reasonably available source with full authority to successfully complete the required services. The resulting Purchase Order will be for a 12-month period and include one (1) additional 12-month option period; to be exercised at Reclamation¿s discretion. Since Reclamation¿s initial market research indicates that only one responsible source can fully provide the services that will satisfy the Agency¿s requirements a Determination to Solicit from a Single Source justification is being prepared. The Government anticipates award on or before January 1, 2021; services to begin no later than January 1, 2021. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice can be emailed to mlandreth@usbr.gov. All responses should include the vendor¿s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or any other than small business under North American Industry Classification System (NAICS) Code 541690. The applicable Small Business Size Standard is $16.5 million. Vendors should also describe their full authority to access the stream gauges as that is a key requirement during performance. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must be registered and active in beta.SAM prior to submitting their quote. Beta.SAM is a Federal Government owned and operated FREE website at https://beta.sam.gov/. All invoices for this procurement must be submitted through the Department of Treasury¿s Internet Payment Platform located at www.IPP.gov.
