Notification of Intent to Sole Source: The Columbia Pacific Northwest Regional Office, Bureau of Reclamation (BOR) intends to negotiate a sole-sourced award under FAR 6.302-1 with the Spokane Tribe of the Spokane Reservation (STI) in support of the Cayuse Cove Slope Stabilization Construction Project (140R1020C0010) on Lake Roosevelt, WA. This project will provide bank stabilization on a culturally sensitive site on the Spokane River arm of the Reservoir. The intended contract with STI will provide on-site cultural monitoring to ensure proper transfer and care of tribal artifacts and human remains found during construction. In accordance with the Spokane Tribal Business Council Resolution of 7 October 2003, STI recognize and claim all human and skeletal remains below the 1310 line of Lake Roosevelt, Washington to be ancestral remains, to be treated as such and to be buried in accordance with the Spokane Tribal Burial Policy. The forthcoming solicitation will be issued directly to the Spokane Tribe of the Spokane Reservation in Wellpinit, WA. In accordance with FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any firm that believes it could fulfill the Government need described herein must submit a capability statement, proposal, or quotation to lfleming@usbr.gov by 2:00PM Mountain Time Thursday 12 November 2020 for consideration. However, the Contracting Officer reserves the right to make the final decision on source selection in the best interest of the Government.
