NOTICE OF SOLE SOURCE INTENT This notice is not a request for competitive quotes. The Bureau of Reclamation, Pacific Northwest Regional Office intends to award a purchase order to Oregon State University, Corvallis, Oregon for the development and execution of Indian water rights settlements negotiation and conflict resolution training. Working on Indian Water Rights Settlements is complex and challenging. Negotiating settlements involves working through and overcoming opposing positions from states, local stakeholders, different tribes and even from within a tribe. Further, participating on interagency and interdepartmental teams presents challenges due to differing agency cultures and chains of command. Over the past few years, Federal Team Members have requested training specific to managing conflict when assessing, negotiating and implementing Indian Water Rights Settlements. Accordingly, the purpose of this training will be to educate Team Members and develop their skills for dealing with conflict in the context of working on Indian Water Rights Settlements. Dr. Aaron Wolf, professor at Oregon State University, has previously developed a successful water resources conflict resolution training program for the Bureau of Reclamation. This previously created program is the basis for the development of the Indian water rights settlement team training. Dr. Wolf has already accomplished much of the foundational work for this updated training program. The awarded purchase order will be for a base period of one (1) year. Reclamation believes that only one (1) responsible source can fully provide the services that will satisfy the agency's requirements. A determination of single source is being developed. The Government anticipates award by the end of September, utilizing simplified acquisition procedures. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer listed below by August 7, 1300 MT. The statutory authority for single source is 41 USC 1901, only one (1) responsible source and no other supplies or services will satisfy agency requirements. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN), and statement of capability. The NAICS code for this effort is 611430, Professional and Management Development Training, with a small business size standard of $12M. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to submission of an offer.
