The purpose of this Market Research and Sources Sought Notice is to gain knowledge of interested court reporting service contractors. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions The Pacific Northwest Regional Office of the U.S. Bureau of Reclamation is conducting market research for a Firm Fixed Price, Commercial Service Master Blanket Purchase Agreement (BPA) under North American Industry Classification System (NAICS) Code of 561492, for Court Reporting and Stenotype Services with a Small Business Size Standard of $15 million. This NAICS code is on the procurement list for Women Owned Small Businesses (WOSB). Elements of Work Include: The contractor shall provide transcribed verbal statements of any of the ongoing investigations within the Pacific Northwest Region. Transcripts shall be provided to Government POC Requested transcripts may range from 300-400, but no more than 500 per year. Draft Performance Work Statement Attached Responses are requested with the following information: 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman owned, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. DUNS and CAGE number. 4. Past performance/experience on contracts of similar sizes, describing no more than three (3) contracts completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the maintenance services supplied, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. NOTE: This solicitation is subject to FAR 52.219-14 Limitations on Subcontracting. Specific attention is to be paid to para (c)(1) which states “Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.� Responses need to be received by COB 3 pm Mountain Time, August 06, 2019.
