The RFP due date is extended from Friday, March 24, 2023, to Monday, March 27, 2023, at 2:00pm. All other terms and conditions remain unchanged. The National Park Service (NPS) at Muir Woods National Monument (MUWO), located in Marin County, California, has a requirement for installation of three separate water diversion systems for three channel work zones, each extending about 400 to 450 LF, within a total reach of channel extending about 3,100 LF. Work includes removal of rock slope protection (RSP) from channel banks, grading some channel banks and the channel bed, and installing large tree trunks per designs as Large Woody Debris (LWD) structures. Some tree trunks will be imported by the government for off-loading and installation by the contractor. Other trunks will be relocated on site. Work includes demolition and disposal of 460 LF of asphalt trail and a segment of sewer line in a riparian zone. Some soils and RSP will be reused on site, and some will be off-hauled. Work follows restrictions on access to protect resources. Work must be complete before late fall rains initiate the start of salmon spawning season. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. All work shall be performed in accordance with local, state, and federal laws. The Contractor shall obtain all necessary permits required to successfully complete the work. Per FAR 36.204 the project range is estimated to be between $1,000,000 and $5,000,000. The Government contemplates award of a firm-fixed price contract resulting from this solicitation. The purpose of this synopsis is to provide a notice to the public of information applicable to the U.S. National Park Service (NPS) Office of its requirement for salmon habitat enhancement at Muir Woods National Monument, CA. Authority: NPS is issuing this synopsis in accordance with FAR Part 5.204 Pre-Solicitation Notice. Description: This project is to conduct salmon habitat restoration actions in Redwood Creek at Muir Woods National Monument. The work requires use of heavy equipment within the channel, per drawings, to remove rock slope protection (RSP) from banks, grade some banks, install rock in tie-backs, install Large Woody Debris structures, and remove an asphalt trail. The work requires setting up three water diversion systems while meeting downstream flow and water quality requirements. The work entails slow and restricted access and many environmental protections for highly sensitive resources such as endangered salmon, understory vegetation, and redwood trees. The Work occurs in three segments of the creek (Areas 5, 6 and 7). Two work areas (5 and 6) will not be accessible to equipment until Area 7 is fully dewatered. Actions by work area are as follows: 1. In Area 7, the most downstream Work Zone, adjacent to the entrance Plaza: a. Install water diversion system for Area 7 and maintain dewatered work zone. b. Remove two segments of rock slope protection (RSP) from channel banks (Segments L1 and R1). Dispose of RSP as follows: Reuse some RSP in two tie-backs on the left bank, per designs. Off-haul excess RSP from Area 7 to Conlon stockpile site. c. Grade channel bank. Dispose of soils as follows: Off-haul excess soil from staging area to Conlon stockpile site or, If Bid Option A is awarded, off-haul soil from staging area to landfill in lieu of hauling to Conlon stockpile site. d. Grade channel bed and toes of banks. e. Remove obsolete sewer line in left bank and dispose. f. Install Large Woody Debris structures. Use both existing and imported logs, provided by NPS, and pin logs provided by NPS. Install Small Woody Debris posts, provided by NPS. g. If Bid Option E is awarded, salvage, store and replant native plants. 2. In Area 6, upstream of Bridge 1: a. Install a water diversion system for Area 6 and maintain dewatered work zone b. Remove three segments of RSP from channel banks (Segments L2, R2/R2B and R3). Dispose of RSP through three actions: Haul some RSP to Area 5 for reuse, as needed Place some RSP as grade control in segment of removed trail Bury excess RSP in channel, per designs, or If Bid Option B is awarded, off-haul excess RSP to the staging area and then to the Conlon stockpile site in lieu of burying RSP in channel. c. Grade right bank at one location, left bank ¿alcove¿ at one location. d. Grade channel bed and toes of banks. e. Remove segment of asphalt trail, including: Remove base rock and asphalt and off-haul to recycling/landfill facility. Remove wooden footbridge and dispose. Place soil where void occurs after trail removal and grade per designs; haul soil from Area 5 for use. f. Install Large Woody Debris structures, per designs. Use existing logs. Install pin logs provided by NPS. Haul pin logs from Plaza staging area. Install Small Woody Debris posts, provided by NPS. g. Salvage and replant a mature azalea on the right bank. Salvage a second azalea from left bank for replanting by NPS. h. If Bid Option D is awarded, salvage, store and replant native plants in the award. 3. In Area 5, upstream of Bridge 2 and the most-upstream Work Zone: a. Install a water diversion system for Area 5 and maintain dewatered work zone. b. Remove one segment of RSP from right bank (Segment R6). Dispose of RSP as follows: Bury RSP in left bank, per designs. Sequence work with intervening placement of large log in channel by Others. c. Grade one segment of right bank. Dispose of soil as follows: Haul to Area 6 for use in regrading void where asphalt was removed. 4. Grade channel bed and toes of banks per designs. 5.
