JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 ($2,000/$2500 for Construction/Services AND UP TO $150,000) 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): The National Park Services, Sequoia and Kings Canyon National Park, has a requirement for lodging for employees that have been required to evacuate due to the SQF Fire. Specifically need to address lodging for 30 units beginning September 22 and September 23, for 4 double beds and 26 single beds. We will need 58 units from September 24 through September 30, 4 double beds and 54 single beds. The order will cover option 1 to cover 58 units (4 double, 54 single) from time period of October 1, 2020 ¿ October 7, 2020 and option 2 for 58 units (4 double, 54 single) from October 8, 2020 to October 14, 2020. The anticipated cost for this requirement is $__________including the Option One and Two. 2. Sole Source Justification rationale (Check one and explain below): ______ Only one responsible source. ___X___ Urgent and compelling circumstances exist. On 9/14/2020 management was made aware that the local community outside the park would be placed on Evacuation warning status and areas of the park were included in this warning. Other areas of Three Rivers were identified as higher risk and later put under an Evacuation Order later that day. Anticipation of an Evacuation Order for the remaining areas of Three Rivers and the area within the park known as Ash Mountain is estimated to be Monday, September 21, 2020 or Tuesday, September 22, 2020. If evacuation comes prior to having contract dates, employees will have to procure lodging with their personal funds and be reimbursed at a later date. If we are unable to procure housing for employee by Tuesday September 22, 2020 it will create significant financial impacts with requirement for employees to pay costs personally. Not having lodging established creates a significant emotional toll on employees who are already dealing with significant stressors with air quality, preparing their homes and exhaustive preparation actions. ______ Other _____________________________________________________ Explain: Park employees residing in NPS housing and those residing in the nearby residence of Three Rivers are likely to be placed under an evacuation order to the SQF fire which has burned 122,000+ acres of land and continues to progress towards the boundary of the park and nearby local community. We have been on notice for evacuation since Monday, September 14, 2020 and some staff were evacuated from their residences on that date. Procurement need is to begin September 22, 2020. If we are unable to procure lodging for NPS staff we would have many displaced employees that are not able to reside in their local communities and may require travel further outside the area and would make their availability to address park needs difficult. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: The Contracting Officer reached out to various local Hotels in Visalia, California which is the closest town near Sequoia and Kings Canyon National Park. The CO contacted the following: Visalia Marriott ¿ Government rate $112 Hampton Inn Visalia- Government rate $112 Wyndham Visalia- Government rate $112 All three Hotels offered the local per diem rates established by GSA for lodging of $112 for Visalia. The next important item to ask from the hotels were availability of rooms and if the vendors had DUNS numbers and registration in SAM.gov. Visalia Marriott immediately informed the CO that they had done work with the federal government and had a DUNS number. The CO immediately began to work with the vendors as when she reached out to Hampton Inn and Wyndham the were not able to provide her with a DUNS number for either of those hotels. Thus, the reason this sole source is to Visalia Marriott located at 300 S Court St, Visalia, CA 93291.
