This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotations, RFQ # 140P8619B0007 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-81, as supplemented with additional information included in this notice. The Government intends to issue a firm-fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider price and past performance in determining responsibility. We reserve the right to cancel this solicitation. This solicitation is open to all competition. The National Park Service (NPS) has several trails maintenance and construction work projects scheduled in the Bubbs Creek Drainage and Kearsarge Basin in 2019. In support of these projects, camp gear, food, tools, and other material will be packed in by mule via the Bubbs Creek Drainage to various locations along the drainage including Kearsarge Basin. The duration of packing needs under this contract will be based on snow levels and access to the backcountry camp locations, weekly crew needs, and project scheduling: it is anticipated that between 8 to 10 mule loads will be needed for weekly resupply from when snow levels allow access (approximately late May to late June) to stock through September 25, 2019. The contractor is to supply all animals, tools, tack, pack equipment, veterinary and farrier care, vehicle transport, stock packing personnel (packers and assistants), livestock feed, and all other items needed for performing all the work of this contract. Additionally, the Contractor shall provide all labor, material, equipment, supplies and supervision necessary and shall plan, schedule, coordinate and assure effective and economical of supplies and services, as described herein (see attached Statement of Work). The service period for this contract is to be approximately four months, base year. Quotes must contain the complete pricing for all terms. The basis for award will be cost and past performance; the successful company will be the lowest price that is responsive to this request for quote with the experience and equipment that fully and clearly meets the requirements described herein. Delivery is to be made approximately 60 days from the date of award of the contract. This purchase has been set aside for full and open competition.
