The National Park Service, Yosemite National Park, has a requirement to replace the secondary clarifier framework at the El Portal Waste Water Treatment Plant. This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03. The solicitation number is 140P8525Q0005 and is issued as a Request for Quotation for a firm fixed price commercial services contract. The government intends to award a single firm fixed price contract resulting from this solicitation to the responsible Offeror (pursuant to FAR subpart 9.1) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical approach, and past performance. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Offerors are advised to submit a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. Department of the Interior, National Park Service Sources Sought Announcement THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for determinations required by various Federal Acquisition Regulations. THIS IS NOT AN ORDER, SOLICITATION OR REQUEST FOR PROPOSAL. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this announcement. The National Park Service will not be responsible for any costs incurred by interested parties in responding to this announcement. The determination for this acquisition lies solely with the Government based on this market research and the information available to the Government from other sources. The National Park Service, CONOPS West, is currently conducting market research for replace framework mechanism and appurtenances in the secondary clarifier that hold the newly replaced gear drive box and seals at a waste-water treatment plant in Yosemite National Park. -- Remove gear drive box and seal. -- Remove Catwalk/platform for access. -- Install any temporary supports necessary to maintain integrity. -- Disconnect and remove appurtenances; drive unit and seal, catwalk/platform for easy access, cage, feedwell, etc. -- Disconnect and remove all unrepairable framework; existing rake arms/support trusses, RAS box to have clear access for concrete preparation in tank. (All materials for removal will be disposed of by NPS. This is not the responsibility of the contractor). -- Prepare concrete tank surface by blasting or other method to remove old coating completely. -- Re-coat with high build epoxy. -- Replace with new clarifier framework mechanism (cage, rake arm supports, RAS box) that supports the gear drive and install new mechanism to ensure secondary clarifier is in functioning and working order. Gear drive and seal were just replaced and will be reused in this contract. See attached specifications/scope of work for further details. The applicable North American Industry Classification System (NAICS) code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and the size standard is $12.5 Million. NPS is open to responses to this source sought recommending other NAICS codes however, it will not guarantee a change. For the purposes of this Sources Sought announcement, the NPS is requesting that interested businesses furnish the following information: (1) Company name, address, point of contact, telephone number, and email address, (2) Business type classification: 8a, HUB Zone, SBD, SDVOSB, large / small business etc., (3) Provide a general statement of your ability to provide the product. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a response, which shall be considered by the agency.
