This is a pre-solicitation notice of an upcoming solicitation. This procurement is a TOTAL SMALL BUSINESS SET ASIDE. The National Park Service, Pacific Regions 8, 9, 10, 12, San Francisco/Seattle Major Acquisition Buying Office intends to issue a Request for Proposal for a firm fixed price construction contract for the Hodgdon Meadow Campground Sewer Extension at Yosemite National Park located in Tuolumne County, California. The work includes replacement of failing leach fields at the Big Oak Flat Entrance Station with a connection to the Hodgdon Meadow Campground wastewater system. Additional parking and asphalt paving work near the Hodgdon Meadow Campground are also required, as options. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $1,000,000 and $5,000,000. The performance period is 151 calendar days of receipt of Notice to Proceed. An additional 14 calendar days will be added to the performance period for each option contract line item exercised. The NAICS code is 237110 and the small business size standard $39.5 Million. The basis of award will utilize the best value continuum tradeoff process in accordance with FAR subpart 15.101-1 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factors are Experience, Technical Approach, Construction Management Approach, and Past Performance, where technical/non-price evaluation factors, when combined, are significantly more important than price. Options will be evaluated in accordance with provision 52.217-5. The solicitation is anticipated to be issued on or about June 1, 2020. All responsible sources may submit a proposal which shall be considered by the agency.
