Amended Pre-solicitation notice to change the Site Visit date and approximate solicitation posting: INSTALL NEW DRAINFIELD, PUMP STATION AND SEWER FORCE MAIN AT Big Hole National Battlefield, Wisdom MT. This is a pre-solicitation notice announcing our intent to issue a Request for Proposals (RFP) #140P8322R0002 on approximately February 22, 2022 for work that includes construction of a new 2,000 gallon wastewater effluent pump station, the construction of approximately 2,550 lineal feet of 2 inch PVC force main and the construction of a 2,755 gallon per day pressure dosed sub-surface wastewater disposal field for the Big Hole National Battlefield (BIHO) in Wisdom, Montana. Work also includes installation of all associated appurtenances including all necessary connective piping, control panels and electrical improvements including connecting to existing power system. Additional details will be provided in the specifications and other documents posted with the Request for Proposals (RFP). This is not the full solicitation; proposals are not requested at this time. All pertinent details will be provided in the solicitation. A bid (offer) guarantee (20%), payment bond (100%), performance bond (100%) and liability insurance will be required prior to contract performance. PROJECT LOCATION: The project is at the Big Hole National Battlefield in Wisdom, Montana. Project area is adjacent to the existing Visitor Center and Staff Housing/Maintenance Facility areas. SITE VISIT: A group site visit will occur Monday, March 07, 2022 starting at 10:00am Mountain time and expected to end by 11:30am. Pertinent details will be provided in Section L of the solicitation when it is posted. Attendance at the site visit is strongly encouraged (not mandatory) and prospective offerors are expected to attend the scheduled visit to inspect the conditions that may affect the cost and performance of the work. In no event shall failure to inspect the site constitute grounds for a claim after contract award due to failure of initial inspection. Requests for individual site visits will not be honored. DETAILS: This will be a best value negotiated procurement for a small business set-aside in accordance with FAR Part 19.5. The NAICS code for this project is 237110, Water and Sewer Line & Related Structures Construction, with an associated small business size standard of $39.5 million. All work will be performed under a single firm-fixed price construction contract subject to the Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act. The contractor will have 120 calendar days to complete the project after the Notice to Proceed is issued. The estimated magnitude of this construction project is between $250,000 and $500,000. The RFP and future amendments will be posted at SAM.gov. The entire solicitation package, including specifications and drawings, will be in Adobe PDF. Offerors will submit their proposal in digital format per instructions in the solicitation. The RFP will require offerors to submit both a technical and a price proposal; the government will consider an offeror's technical capability in comparison to its price and award to the firm whose offer represents the best value. No hardcopies of the solicitation will be mailed or issued. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
