This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotations (RFQ #140P8322Q0013) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, issued on 8/10/2022. This action is set-aside for small businesses under NAICS 335313, Switchgear and Switchboard apparatus manufacturing. A Wholesale Trade or Retail Trade business concern submitting a quote on a supply acquisition is categorized as a non-manufacturer and deemed small if it has 500 or fewer employees and meets the requirements of 13 CFR 121.406. The National Park Service (NPS) encourages the participation of disadvantaged and women-owned businesses. The Government intends to issue one purchase order to the responsible quoter whose total quote is the most advantageous for the Government, price and other factors considered. Quote preparation and submission instructions are at the end of this document. BACKGROUND Mount Rainier National Park installs, maintains, and repairs a wide variety of high voltage generation and distribution systems. Existing systems supply electric power to all areas of the park including residences and worksites in remote mountain settings. This procurement is for a 15kV Three Phase, Three Way, Oil Break Pad Mounted Switch using a brand name or equal purchase description supplemented by a list of salient characteristics and a list of preferred characteristics. Per FAR 11.104 (b), "Brand name or equal purchase descriptions must include, in addition to the brand name, a general description of those salient physical, functional, or performance characteristics of the brand name item that an "equal" item must meet to be acceptable for award. Use brand name or equal descriptions when the salient characteristics are firm requirements." PRODUCT DESCRIPTION This Request for Quotations (RFQ) includes a manufacturer and model number that meets the government's requirements along with a list of salient characteristics and a list of preferred characteristics. NPS will accept quotes for equivalent items that meet the government's requirements and include the listed salient characteristics. Quotes will be evaluated on salient characteristics and preferred characteristics. The salient characteristics outlined in this document have been determined based on the installation site and safe compatibility with existing high voltage systems in the park. The preferred characteristics outlined in this document have been determined based on the planned installation site, anticipated maintenance and operation of the equipment. (Nov 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, how well the proposed residential space complies with NPS¿ stated requirements. Technical and past performance, when combined, are less important, when combined, compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer¿s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
