The work to be performed under this contract is fuel reduction through selective forest thinning of 8 acres in North Cascades National Park Service Complex, Stehekin, Washington, with options for removal of additional trees along the Stehekin Valley Road. The Contractor shall furnish all needed labor, equipment, supplies, materials, permits, insurance, fees, lodging, and transportation (including barge services) to cut designated trees in the Buckner Homestead and High Bridge areas and transport the boles to designated sites within the Stehekin Valley. The Contractor will have no entitlement under this contract to the trees cut and removed from the project area. Target work period is January through May, 2022. PROJECT LOCATION: The project is located near Stehekin in Lake Chelan National Recreation Area, part of North Cascades National Park Service Complex. Stehekin is a remote community located at the north end of Lake Chelan, approximately 50 miles from Chelan, Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat, barge, or floatplane. The work areas can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis. Cellular phones do not work; public phone service at Stehekin is limited to a single telephone requiring credit or calling card; and there is no public Internet access. Maps and information about the park may be viewed at www.nps.gov/NOCA. SITE VISIT: A group site visit is not planned. Interested parties may visit Stehekin and the project area at their convenience. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 113310 and the small business size standard is 500 employees. All work will be performed under a single firm fixed price contract subject to the Service Contract Wage Requirements. Prior to the solicitation closing date, all quoters must establish and/or maintain an active registration at www.SAM.gov, which includes completing the online representations and certifications. Prospective quoters must visit www.SAM.gov periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No paper copies of the solicitation will be mailed or issued. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however quoters who have not completed the SAM requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award.
