PRESOLICITATION NOTICE The National Park Service, Interior Region 9, Olympic Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for a construction requirement at John Day Fossil Beds National Historic Site in Kimberly, OR. Work will consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to include: the replacement of the transmission pipe from the spring to the 50,000-gallon storage tank with nominal 2-inch diameter HDPE piping including all appurtenances located approximately 5-feet upslope of the existing line, replacement of the spring area fencing with elk-resistant fencing, restoration of the stormwater diversion ditches above and around the spring and repair of the spring box lids and gaskets. ****** SOLICITATION NUMBER: 140P8320R0006 ****** PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available early May and will be posted to the beta.SAM.gov website at https://beta.sam.gov and the FedConnect website https://www.fedconnect.net/. The contracting office will not provide hardcopies or email copies of the solicitation. ****** PROJECT MAGNITUDE: Between $100,000 and $250,000. ****** TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by mid-to late June. Federal Construction Wage Rates for Grant County, Oregon will apply. ***** EVALUATION FACTORS: Technical, Past Performance and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237110, and the size standard is $39.5 million. This project is set aside 100% for Total Small Business Concerns. ***** SITE VISIT: Due to COVID 19 restrictions, the park is currently closed, and an in-person site visit will not be conducted.
