The solicitation number 140P8320Q0014 is being issued as a request for quotation (RFQ) as a total (100%) small business set-aside. The applicable NAICS code is 221310 with the size standard of $30 million dollars within the past three years. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-04 effective 01-15-2020. The following factors shall be used to evaluate offers: Technical capability of the unit to meet the requirement by the Washington State Department of Health for use in potable water filtration (Pass or Fail); and be compatible with Strainrite brand filter housings (Pass or Fail). Price. Past performance of supplying similar products to Federal Government customers (Pass or Fail). Technical and past performance, when combined, are less important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
