Streamlined Solicitation for Commercial Items (FAR 12.603) Combined Synopsis/Solicitation: Mobile Wild Cave Simulator, Great Basin National Park, NV This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation no. 140P8122Q0075 is issued as a Request For Quotation for a firm-fixed-price commercial supply contract for a Wild Cave Simulator, Great Basin National Park, NV. The Contract Line Items (CLINs) structure is as shown below: Item No. 0010, Wild Cave Simulator, 1 Each, Unit Price $________, Total Price $ _______ Item No. 0020, Park Staff Mobile Unit Training, 1 Lump Sum, Unit Price $_______, Total Price $_______ Grand Total of all items $__________ The scope of work includes development and delivery of a mobile wild cave simulator for use at Great Basin National Park. This wild cave simulator will be durable and provide a realistic experience of a wild cave experience while teaching participants to be careful in caves by providing noises and/or lights if they touch sensitive cave features or biota. Contractor must not violate any US patents. The Wild Cave Simulator will contain approximately 70-feet of cave in a mobile unit. The wild cave will be developed to look as natural as possible, with a variety of cave formations (speleothems), cave life, and artifacts (such as rock art and historic inscriptions). The features must include sensors so that if the participant touches them, they are immediately informed via noise and/or light. In addition, a score is recorded that they can review at the end to see how good a caver they were or similar feature. Item No. 0010 Specifications -Walk through passage that has a cave-like appearance -Shall have photo-realistic durable speleothems (including cave shields and turnip stalactites), cave biota, and cultural resources in a variety of formats (specifications to be determined by discussion) -Climbing components such as climbing ropes, climbing holds, and helmets. -Technology so that if any speleothem/cave life/cultural resources are touched it emits a noise and/or light and is recorded, and participants can look at their computer score upon exiting the cave -Video output feed so viewers on the outside can see progress of those inside the cave simulator. -Automatic detection of people entering and exiting the cave, so each person can get their own caving score -Transponders or similar that allow viewers to see location of each participant in cave and allow for computer score -Notification if person (via transponder) is stalled in one place for too long (programmable for length of time) -Soft flooring to assist with crawling (knee-pads not required) -Must include a cooling and heating systems -Exterior and interior lighting -Be wired to run by one standard 20 ampere outlet or generator. -Electric stabilizer jacks, for when mobile unit is stationary -Cave-related activities on outside of unit to help keep those waiting occupied, not limited visual aids of bat skeletons and information about cave-forming processes -Emergency exits -Uninterruptible Power Supply -Convenient storage for rapid deployment of educational materials -Warranty on electronics -Towable by a bumper pull, 3/4 ton pickup, 2500, 20,000 pound towing capacity -Unit should not exceed 12,500 pounds -Unit maximum tongue weight should not exceed 1,250 pounds -Unit must be compatible to be towed by a Class IV hitch with a 2-5/16 inch tow ball -Unit must have trailer brakes on all axles Item No. 0020 - Training will be provided to Park Staff. This training will include how to give a safety and orientation talk to users of the unit, what to do if there is an emergency in the simulator experience, how to maintain its cleanliness, and how to maximize the wild cave knowledge shared with participants. MATERIAL TO BE PROVIDED BY THE GOVERNMENT: -Hook up to 20 ampere power for the unit. -Flat spot to park unit. -Photos and list of some common cave speleothems of the wild caves in the park to be included in cave simulator, such as cave shields and turnip stalactites, as well as stalactites, stalagmites, columns, draperies, popcorn. -Photos and list of some common cultural resources of the wild caves in the park to be included in cave simulator, such as historic inscriptions and pictographs. -Photos and list of some common cave biota of the wild caves in the park to be included in cave simulator, such as bats, woodrats, pseudoscorpions, and millipedes. The performance period is 300 calendar days from the date of award. The delivery location and place of acceptance is 100 Great Basin National Park, Baker, NV 89311, F.O.B. Destination. Please note that respondent and quoter will be used interchangeably in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 dated 08/07/2022. The provision at 52.212-1, Instructions to Offerors -Commercial, applies to this acquisition. Instructions/Evaluation of Quotes: The Government intends to award a contract to the responsible Quoter whose quote represents the best value to the Government. The basis for award will be best value to the Government, considering all evaluation factors. The Government will make an award to the responsible Quoter(s), whose quote is most advantageous to the Government, price and other factors considered. Accordingly, since it may be in the best interest of the Government to consider award to other than the lowest priced Offeror or other than the highest technically rated Offeror, the Government will use a best value approach. The Government reserves the right not to make an award as a result of this solicitation, if in the opinion of the Government, none of the submissions would provide satisfactory performance at a cost that is considered fair and reasonable and/or economically feasible. Evaluations will be based solely on the materials included in the quote. Therefore, the Respondent's initial Quote should contain the best terms. After receipt of quotes, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with a Quoter for clarification purposes. At any time prior to award, including upon receipt of quotes, the Government may exclude a quote from further consideration for any material failure to follow instructions. Factor One (1) Demonstrated Prior Experience, Factor Two (2) Technical Capability, Factor Three (3) Price. Factor 1: Demonstrated Prior Experience. The Government will assess its level of confidence that the contractor will successfully perform the requirements based on the Offeror's demonstrated experience provided in response to the questions identified below. The Quoter shall submit a written submission, totaling no more than six pages, detailing their EXPERIENCE by addressing each of the two topics below. The Quoter shall demonstrate in the submission that it has experience providing supplies, material and equipment supporting the scope identified in the Statement of Work (SOW). The Demonstrated Prior Experience submission shall focus on: 1. Direct participation in comparable projects, including, but not limited to, satisfactory completion of at least one cave simulator of a similar scope. 2. List of equipment and personnel experience related to the scope identified in the Statement of Work (SOW) The evaluation of this factor is based on the demonstrated prior experience presented by the Quoter, and how well it aligns with the requirements in the SOW. Quoters may provide/reference up to three (3) recent examples of demonstrated prior experience in their submission. Quoters are encouraged to submit experience performed as a prime, through teaming agreements, or as the sole sub-contractor on the relevant projects. More weight may be given to experience serving as the prime contractor, depending on the circumstances. Each demonstrated prior experience shall include a reference from that customer (name, phone number, and email), as well as the contract or requisition number, dollar value, and time to completion. Each experience shall have been completed at least twelve (12) months prior to the release date of this solicitation. The Government may conduct reference checks with these individuals on the Quoter's submitted experience. Please ensure the information is accurate. Factor 2: Technical Capability The Government will assess its level of confidence in the technical merits of the offeror's proposed approach for providing the cave simulator. Project narratives that demonstrate a thorough understanding of the contractual and regulatory requirements and include reasonable strategies to accomplish the work within the performance period will be more favorably rated. Narrative shall be no more than 3 pages. Factor 3: Price Respondent shall submit a price quote. The Government will establish a "total evaluated price" based on the items listed above. Price volumes failing to meet or comply with price quote instructions may be deemed noncompliant. Price quotation shall include all necessary supervision, management, labor, transportation, equipment, materials, shipping, any other direct incidentals costs, overhead and profit, unless the cost is expressly identified as a separately priced line item. EVALUATION PROCESS Evaluation Factors and Methodology All quotes shall be evaluated by the Government in accordance with the factors and criteria established above. The evaluation factors will measure the Government's confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract. The technical evaluation criteria to be evaluated consists of: Demonstrated Prior Experience and Technical Capability. The Government anticipates selecting the best-suited quoter from initial responses, without engaging in exchanges with quoters. Once the Government determines the quoter that is the best-suited (i.e., the apparent successful quoter), the Government reserves the right to communicate with only that quoter to address any remaining issues, if necessary, and finalize a purchase order with that quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the task order has been awarded. This process shall continue until an agreement is successfully reached and a purchase order is awarded. Rating Scales Rating Scale for Technical Factors 1-2 The Government will assess the level of confidence that the offering contractor will successfully perform all requirements regarding the Demonstrated Prior Experience and Technical Capability. The following explains the ratings that will be used: Rating - Description: High Confidence - The Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention. Some Confidence - The Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention. Low Confidence - The Government has low confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract even with Government intervention. The government may perform a comparative evaluation (comparing contractor responses to one another) in lieu of using adjectival ratings above, to select the contractor that is best suited and provides best value, considering the evaluation factors in this solicitation. The named insured parties under the policy shall be the Contractor and the United States of America. The following clause applies to this acquisition: Electronic Invoicing & Payment Requirement -Invoice Processing Platform (IPP) APR 2013: Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions -Commercial Items included in commercial item contracts.
