PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue an Invitation for Bid (IFB) for the Stabilize and Repair Blackstone House project for the Hopewell Culture National Historic Park in Chillicothe, OH. Work will consist of Providing all labor, materials, tools and other equipment necessary for the exterior stabilization and repair of the Blackstone Main House, Smokehouse, and Milk House. The objective is to address high-priority deficiencies that threaten the long-term preservation of the Blackstone homestead. The project scope of work for the Main House includes roof replacement, new gutters and downspouts, masonry repair to the stone foundation and brick walls, wood repairs to trim and siding, wood repairs to windows and doors, new storm windows and door, and chimney repairs. The project scope for the Smokehouse and Milk House includes roof repairs, new gutters and downspouts, masonry repairs, and new plywood door covers. roof replacement, door(s) replacement, window(s) replacement, siding repairs, painting and gutter replacement. SOLICITATION NUMBER: 140P6425B0012 PROJECT MAGNITUDE: Between $500,000 and $1,000,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by late July 2025 with performance to begin in August 2025. Construction Wage Rate Requirements for Ross County, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 236118, and the size standard is $45.0 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey.
