PRE-SOLICITATION NOTICE: The National Park Service, Contracting Operations Central, Ohio Major Acquisition Buying Office, intends to issue an Invitation for Bid (IFB) for the Stanford Trailhead and Parking Lot project for Cuyahoga Valley National Park in Brecksville, OH. Work will consist of providing all labor, materials, tools and other equipment necessary for milling and overlaying the asphalt surface on a section of the existing Stanford Road; constructing an asphalt parking lot for vehicular and horse trailer parking for the Stanford Trailhead; connecting the parking lot to the trail with an asphalt path with chip seal surface; constructing culverts, detention ponds, and associated grading and piping; and all other items necessary for the construction of this project. All work is located within an environmentally sensitive area and proper precautions shall be taken to avoid disturbing wetlands outside of the work area. SOLICITATION NUMBER: 140P6424B0006 PROJECT MAGNITUDE: Between $1,000,000 and $5,000,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by May 2024 with performance to begin in June 2024. Construction Wage Rate Requirements for Summit County, OH will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238910, and the size standard is $19 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (IFB) and its attachments will be issued and available in early April 2024 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities . The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
