PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue an Invitation for Bid (IFB) for the Dock Replacement project for Apostle Islands National Lakeshore (APIS) in Bayfield, WI. Work consists of providing all labor, materials, tools and other equipment necessary for removal/demolition of existing dock and install new dock. We anticipate that work would begin in April/May 2024. SOLICITATION NUMBER: 140P6424B0005 PROJECT MAGNITUDE: Between $500,000 and $750,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by April 2024 with performance to begin in April/May 2024. Construction Wage Rate Requirements for Bayfield County, WI will apply. EVALUATION FACTORS: will be addressed in the official solicitation North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $45 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. SOURCES SOUGHT (MARKET SURVEY): The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey. Prime contractors interested in working at APIS the work will consist of: Providing all labor, materials, tools and other equipment necessary for removal/demolition of existing dock and install new dock. We anticipate that work would begin in April/May 2024. The NAICS code for this project is 237990, Residential Contractors, with a small business size standard of $45M. The Magnitude of Construction anticipated is between $500,000 and $750,000. Interested contractors should also consider their construction bonding capacities when responding. Contractor must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under NAICS code 237990 to be considered/confirmed. Overview: This project will include all mobilization, work, labor, and materials to complete this work to include Prime/Subcontracting oversight as follows: The government anticipates that the work will include removal and replacement of the dock at the park location. All specifications documents/drawings will be provided if/when the government proceeds with a formal solicitation. Interested firms must submit the attached Market Research Sources Sought Survey. This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work.
