PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue a Request for Quotes (RFQ) for the Paint Munising Range Light Towers project for the Pictured Rocks National Lakeshore in Munising, MI. Work consists of: The preparing, priming, and painting of approximately 2286sqft of steel surfaces on the Front Range Light, including approximately 150sqft roof, interiors and exteriors of 30”x27” and 78”x30” doors, 6 windows 36’ x 24’, and a 28 linear foot railing 4’ tall. This railing includes approximately 12 posts 4’ high and 88 spindles that are approximately 28” high. All windows and doors on both towers will include the preparing, priming, and painting of all frames and trims to match existing color scheme. Rear Range Light tower work will consist of the preparing, priming, and painting of approximately 1130sqft of steel surfaces on the Rear Range Light, including approximately 150sqft roof, interior and exterior of 82.5”x32.5” door, 1 window 36” x 24”, 1 window 48”x48”, and the 28 linear foot railing around roof. SOLICITATION NUMBER: 140P6423Q0028 PROJECT MAGNITUDE: Between $25,000 and $100,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by May 2023 with performance to begin in early June 2023. Construction Wage Rate Requirements for Schoolcraft County, MI will apply. EVALUATION FACTORS: Technical Capability and Price North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238320, and the size standard is $19.0 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFQ) and its attachments will be issued and available mid/late April 2023 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities . The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
