PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue an Invitation for Bid (IFB) for the Lakeview Accessibility Improvements project for Indiana Dunes National Park in Gary, IN. Work will consist of providing all labor, materials, tools and other equipment necessary for removal of existing raised planters, light poles, portions of concrete wall and concrete pavement, and construction of a new accessible concrete ramp with concrete seating, handrails, a concrete pad seating area, concrete walks, solar lighting, sand fill, accessible beach access matting, and at grade plaza landscaping. Two optional bid items include new benches and additional beach access matting. Specifications will all be posted with the official solicitation in May/June 2023. SOLICITATION NUMBER: 140P6423B0008 PROJECT MAGNITUDE: Between $500,000 and $750,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by July/Aug 2023 with performance to begin in Aug/Sept 2023. Construction Wage Rate Requirements for Porter County, OH will apply. EVALUATION FACTORS: will be addressed in the official solicitation North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $39.5 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey. Prime contractors interested in working at Indiana Dunes National Park the work will consist of: Providing all labor, materials, tools and other equipment necessary for removal of existing raised planters, light poles, portions of concrete wall and concrete pavement, and construction of a new accessible concrete ramp with concrete seating, handrails, a concrete pad seating area, concrete walks, solar lighting, sand fill, accessible beach access matting, and at grade plaza landscaping. Add alternate bid items include new benches and additional beach access matting. We anticipate that work would begin in May/June 2023. The NAICS code for this project is 237990 ¿ Other Heavy and Civil Engineering Construction, with a small business size standard of $39.5M. The Magnitude of Construction anticipated is between $500,000 and $750,000. Interested contractors should also consider their construction bonding capacities when responding.
