Providing all labor, materials, tools and other equipment necessary for restoration of the Platte River mouth (Platte Point), a coastal/riparian environment situated at the outlet of the Platte River into the western shore of Lake Michigan. Since 1968, river dredging has resulted in accumulation of dredging spoil piles that have altered the natural flow of the river and associated dune topography and ecosystems. Reshaping and reconfiguring the riverbank and neighboring dune areas are intended to restore Platte Point to a pre-dredging condition. SOLICITATION NUMBER: 140P6423B0003 PROJECT MAGNITUDE: Between $250,000 and $500,000 TYPE OF CONTRACT: This will be a firm-fixed price contract. Construction Wage Rate Requirements for Benzie County, MI will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $45 million. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey. Prime contractors interested in working at Sleeping Bear Dunes National Lakeshore the work will consist of: Providing all labor, materials, tools and other equipment necessary for restoration of the Platte River mouth (Platte Point), a coastal/riparian environment situated at the outlet of the Platte River into the western shore of Lake Michigan. We anticipate that work would begin in late April/early May 2023. The NAICS code for this project is 237990, Residential Contractors, with a small business size standard of $39.5M. The Magnitude of Construction anticipated is between $250,000 and $500,000. Interested contractors should also consider their construction bonding capacities when responding. Contractor must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under NAICS code 237990 to be considered/confirmed. Overview: This project will include all mobilization, work, labor, and materials to complete this work to include Prime/Subcontracting oversight as follows: The government anticipates that the work will include removal and disposal of existing dredge spoil piles, restoration of riverbank intended to result in a free flowing channel, restoration of adjacent beach-dune landscapes including contouring and surfacing, reintroduction of native dune plants including American beachgrass, pitcher¿s thistle, sand cherry, and beach pea. Contractor will be responsible for permitting. All specifications documents/drawings will be provided if/when the government proceeds with a formal solicitation. Interested firms must submit the attached Market Research Sources Sought Survey. This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation.
