PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue an Invitation for Bid for the Towpath Repair Project at Cuyahoga Valley National Park in Ohio. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process. Providing all labor, materials, tools, and other equipment necessary for resurfacing 15,000 LF of Towpath Trail. One section of paved surface will be chip and sealed. 7 sections of the towpath will be grinded and repaved, with 1 of those 7 sections being paved to a depth of 4¿ for loaded dump truck use during canal dredging. The remaining 6 sections will be grinded and repaved with 2.75-inch asphalt overlay. In-between the sections of pavement will be resurfaced and compacted with a 2" overlay of limestone screenings to a width of approximately 8'. SOLICITATION NUMBER: 140P6423B0002 PROJECT MAGNITUDE: Between $250,000 and $500,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by early April 2023 with performance to begin in May 2023. Construction Wage Rate Requirements for Cuyahoga County, OH will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237310, and the size standard is $39.5 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (IFB) and its attachments will be issued and available Early February 2023 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities . The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
