PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Dock Rehab project for Apostle Islands National Lakeshore in Bayfield, WI. Work will consist of providing all labor, materials, tools and other equipment necessary to remove and replace existing decking, joists, skirt boards, and deteriorated crib members as delineated on the drawings, removal and reinstallation of existing cleats, and placement of scour stone. SOLICITATION NUMBER: 140P6422R0002. PROJECT MAGNITUDE: Between $500,000 and $1,000,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by March 2022 with performance to begin in spring 2022. Construction Wage Rate Requirements for Bayfield County, WI will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $39.5 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit is not planned for this project due to the weather conditions of the jobsite over the winter months. Detailed descriptions, photos, and drawings can be found in the solicitation documents. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available early January 2022 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities . The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey. The work will consist of: Providing all labor, materials, tools and other equipment necessary for dock repair/replacement. We anticipate that work would begin in spring 2022. The NAICS code for this project is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $39.5M. The Magnitude of Construction anticipated is between $500,000 and $1M. Interested contractors should also consider their construction bonding capacities when responding. Contractor must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under NAICS code 237990 to be considered/confirmed.
