PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue a Request for Quote (RFQ) for the Vault Toilet Replacement project for the Voyageurs National Park in Orr, Minnesota. Work will consist of providing all labor, materials, tools and other equipment necessary to Install (4) pre-casted concrete toilet Buildings (CXT -Cascadian Unit or NPS approved equivalent) comfort stations and (4) pre-cast concrete septic vault tanks. The comfort stations are all located in the Kabetogama and Ash River Areas. All comfort stations are on mainland and contractor will be able to drive to these locations. The 4 sites are the Ash River Boat Launch, Kabetogama Boat Launch, Beaver Pond Overlook Trailhead and the Meadwood Day Use Area. All comfort station areas currently have stick built comfort stations located on site, the park will be responsible for the removal of the current structures and vault tanks. The contractor will be responsible for all site prep, excavation, purchasing, delivery and installing the new vault tanks and comfort stations, connecting the new precast comfort stations to the vault tanks, final grading, clean up and getting all materials to each site. All sites will require a crane to lift and set the comfort stations in place with out the removal of trees in the area unless necessary. The Ash River Boat Launch comfort station will be the double sided precast comfort station, this comfort station is located 66 feet from the asphalt pavement with a 6 foot wide trail leading to it. The Beaver Pond Overlook site will be a single sided precast comfort station and is located 106 feet from the asphalt pavement with a 6 foot wide trail leading to it and heavily treed around it. The Meadwood Day Use area comfort station is single sided precast comfort station and is located 42 feet from the asphalt pavement with a 6 foot wide trail leading to it and heavily treed around it. The Kabetogama Boat Launch comfort station is single sided precast comfort station and is located 10¿ feet from the asphalt pavement with a 6 foot wide trail leading to it. SOLICITATION NUMBER: 140P6422Q0054. PROJECT MAGNITUDE: Between $100,000 and $250,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by August 2022 with performance to begin in August 2022. Construction Wage Rate Requirements for St Louis County, MN will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238990, and the size standard is $16.5 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
