PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Exterior Repairs project for the Voyageurs National Park in Orr, MN. Work consists of: Removal of all siding and bottom 2 feet of exterior sheeting, removal of the 3 specified windows(see attached drawings), removal of 1 exterior door (see attached drawings), removal of current temporary steps, installing wall sheeting to bottom 2 feet of building, installation of 3 new windows and 1 exterior door, installation of house wrap and window/door wrap to exterior, installation of new metal siding, trim, corners, coil stock, deck flashing, and soffit/facia, building new deck with steps and handrails (see attached drawing for specifications). All work will follow current 2020 IBC building codes. Contractor will inform COR 24 hours in advance of bottom 2 feet of sheeting to be removed for documentation of wall structure. Interior trim on exterior door and 3 windows will also be installed. Drawings of window replacements and deck design is attached. SOLICITATION NUMBER: 140P6421R0044 PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by August 2021 with performance to begin in August/September 2021. Construction Wage Rate Requirements for St. Louis County, MN will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 236118, and the size standard is $39.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid-August and will be posted to the Contract Opportunities/SAM.gov/FBO website at https://sam.gov/content/opportunities . The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
