PRESOLICITATION NOTICE: The National Park Service, Interior Regions 3,4 & 5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Perimeter Fencing project at the James A Garfield National Historic Site in Mentor, OH. Work will consist of providing all labor, materials, tools and other equipment necessary to remove and replace all components of approximately 2,475 linear feet of picket style fencing. The removal work includes demolition, removal and proper disposal of all existing perimeter fence materials which may include, but not be limited to, wooden and metal fence posts, railings, pickets, pedestrian and vehicle gates, chain link fence, miscellaneous hardware and c.i.p. concrete. The replacement work includes the installation of, but not be limited to, new fence posts, support railings, 2 styles of pickets, pedestrian and vehicle gates, hardware, fasteners, and c.i.p. concrete. SOLICITATION NUMBER: 140P6420R0023 PROJECT MAGNITUDE: Between $100,000 and $250,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by August 2020 with performance to begin in August 2020. Construction Wage Rate Requirements for Lake County, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238990, and the size standard is $16.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments are expected to be issued and available mid/late June 2020 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/search?index=opp and FedConnect website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
