PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3,4 & 5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Sand Point Headquarters Exterior Repair and Painting project at Pictured Rocks National Lakeshore in Munising, MI. Work will consist of providing all labor, materials, tools and other equipment necessary to remove a minor amount of nonfunctional electrical material, removal of all loose and scaling paint and repaint the exterior of the building, replace damaged siding, removal of all loose and scaling paint and repair uneven surface areas using a skim coat application. Remove existing and replace gutters and downspouts, remove and restore existing metal handrails, rehab all historic windows in building, replace existing aluminum storm windows with new wooden storm windows, restore exterior wooden doors and frames, replace aluminum storm doors with new wooden storm doors, and remove wood panels and windows from front porch and replace with new wooden lattice. SOLICITATION NUMBER: 140P6420R0017. PROJECT MAGNITUDE: Between $250,000 and $500,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by early July 2020 with performance to begin in late July 2020. Construction Wage Rate Requirements for Alger County, MI will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238990, and the size standard is $16.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid/late May 2020 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/search?index=opp and FedConnect website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number.
