Pre-solicitation Notice: The National Park Service, Midwest Region, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Install Fall Arresting System at the First Ladies National Historic Site in Canton, OH. Work will consist of providing all labor, materials, tools and other equipment necessary to mount OSHA approved, fall arresting anchors (8 EA) to the roof at First Ladies National Historic Site. Also, contractor is to provide personal fall arrest system (2 EA) to park location that is to be utilized when the park is using the fall arresting anchors installed on the roof. Contractor must be a licensed EPDM Roof certified installer to maintain roof warranty. SOLICITATION NUMBER: 140P6420R0005. PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by March 2020 with performance to begin in March/April 2020. Construction Wage Rate Requirements for Stark County, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238160, and the size standard is $16.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available late January 2020 or early February 2020 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/search?index=opp and FedConnect website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
