Pre-Solicitation Notice This solicitation is an Invitation for Bids (IFB), for construction work at Wind Cave National Park. The project shall include but not limited to all repairs and construction as required to replace two obsolete elevators and motors with two (2) energy efficient electrical drive systems, install new elevator shaft and pit lighting, install new central control system which allows each elevator to operate independently. Two (2) new structural columns and three (3) beams will be added as replacements. Scope of work requires inspection and detailing repairs for existing structural elements, cabin components, safety mechanisms, rails, speed governors, and shafts. It is expected that a prime contractor will manage subcontractors to include qualified elevator mechanics to decommission, remove old equipment, install new equipment, and commission newly installed systems and other associated work. Contractors are expected to secure bonding required for submission of bids and contract performance. Project Location: Wind Cave National Park, Hot Springs, South Dakota Solicitation Number: 140P6323B0013 Project Magnitude: Anticipated to be between $1,000,000 and $5,000,000. Type of Contract: This will be a firm-fixed price contract expected to be awarded in November/December of 2023. NAICS Code: 238290, Other Building Equipment Contractors with a size standard of $22 million. Notice of Set Aside: This acquisition is 100% set aside for Small Business Site Visit: Will be noted in Solicitation package when posted to SAM.gov. The contracting office will not provide hardcopies or email copies of the solicitation. Registrations: To be awarded a contract, an offeror must have a valid UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted. Special Standards of Responsibility: Contractors must provide evidence of ability to meet general standards of responsibility set forth at FAR 9.104-1 and also definitive criteria in accordance with FAR 9.104-2 where they or their affiliates, subcontractors, or any joint venture partner, or use documented experience of their employees that have performed projects of similar size and scope where primary multi-level elevator systems were replaced/installed/commissioned by the contractor working with a primary elevator vendor in the United States. Contractors must also provide evidence that elevator mechanics from prime or subcontractors are licensed to install and service elevator equipment and installed systems. This pre-solicitation will be posted to SAM.GOV for 15 days. Following the pre-solicitation, the government intends to issue a formal solicitation with construction specifications on or about August 22, 2023. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. IFB responses will be due approximately 30 days after the issue date. The specific date and time will be announced in the solicitation that will follow this notice.
