Reconstruct Mulberry Overlook Trail and Parking Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for construction services. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process. The NPS intends to award a firm-fixed price, construction contract in response to this IFB. The solicitation number is 140P6321B0006 Overview: This project will include all mobilization, work, labor, and materials to complete this work to include Prime/Subcontracting oversight. Work includes construction of new reinforced concrete access path and asphalt parking, concrete curb and gutter with accessible curb ramp and pavement markings meeting ABA requirements located at South side of River. Contractors will provide concrete and asphalt paving, viewing area wall stone masonry work, placement of reinforced concrete sewer/storm drainage pipe and fittings, ground preparation and native and turfgrass seeding. Appropriate erosion control measures will be utilized during construction. The government intends to include an option for demolition of an upper trail area/stairs and stabilization of disturbed areas. It is anticipated that work will commence sometime in July/August timeframe with 90 calendar days to complete all construction activities prior to winter. Project Location: The work will be completed at the Missouri National Recreational River, Mulberry Bend Overlook, located on the South side of the Missouri River along Highway 15 approximately 5 miles South of Vermillion, SD. Magnitude: Between $250,000 and $500,000 The NAICS code for this project is 238990, All Other Specialty Trade Contractors, with a small business size standard of $16.5M. The Magnitude of Construction anticipated is between $250,000 and $500,000. This acquisition is 100% set aside for Small Business. The government intends to issue a formal Solicitation with construction specifications and drawings on or about May 20, 2021. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the IFB issue date and it is anticipated that the bid opening date will be scheduled on/about June 24, 2021. The specific date and time will be announced in the solicitation that will follow this notice.
