This Notice of Proposed Contract Action is issued solely for informational purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. The National Park Service is not at this time seeking quotes and will not accept unsolicited quotes. It is the responsibility of interested parties to monitor the System for Award Management (www.sam.gov), the governmentwide point of entry, for additional information pertaining to this Notice of Proposed Contract Action. Specific instructions on submitting quotes will be contained in the solicitation documents to be issued on or after the date listed below. 1. Work Description: This Notice of Proposed Contract Action seeks to inform interested parties, including the vendor community, of a government requirement to mill and overlay nineteen (19) campsite pads, remove and repave amphitheater asphalt tread, and install a new paved section of trail at the Gulpha Gorge Campground in Hot Springs National Park located in Hot Springs, Arkansas. Work consists of: -Provide all labor, equipment, supplies, and materials to cold mill two inches of asphalt and overlay two inches of new asphalt in the existing asphalted areas of sites 11-29 of Gulpha Gorge Campground. -Provide all labor, equipment, supplies, and materials to remove all existing asphalt, regrade, recompact, and repave all asphalted area of and around Gulpha Gorge Amphitheater and sidewalk leading up to and alongside seating area, and paved trail extending to creek. Detailed specifications will be included in the solicitation. The U.S. Department of the Interior, National Park Service, Missouri Major Acquisition Buying Office (MABO) intends to issue a request for quotes for this work. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. The NPS will solicit quotes from responsible Small Business firms for a firm-fixed price contract to furnish all labor, materials, equipment, shipping, and expertise necessary for the successful completion of the project. In accordance with FAR Subpart 36.204, the price range for this requirement is between $100,000 and $250,000. 2. Location of Work: Hot Springs National Park Gulpha Gorge Campground 305 Gulpha Gorge Road Hot Springs, AR 71901 3. Additional Information: -The North American Industry Classification System (NAICS) Code for this project is 238990, All Other Specialty Trade Contractors. The small business size standard is $19 million. -Offerors are required to have a Unique Entity Identifier (UEI) and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. 4. Tentative Requirement Dates: Solicitation Issue Date: On or about May 17, 2023 Contract Completion Date: The project shall be completed not later than 60 days from the date the Notice to Proceed (NTP) is issued. Onsite work is anticipated to begin in August or September 2023. 5. Publicizing and the Government Wide Point of Entry (GPE): - It is anticipated that the solicitation and attachments will be posted electronically in May 2023 on the governmentwide point of entry at the System for Award Management (www.sam.gov). - Any amendments to the solicitation will also be posted to this website. - Responses to the solicitation will be due approximately 30 days after the date of the solicitation is posted. - The entire solicitation package with all attached documents will be available in Microsoft Word, HTML, and/or Adobe PDF. - Paper copies of this solicitation will not be made available. - This Notice of Proposed Contract Action is not a solicitation. 6. Small Business Restrictions: This requirement will be a total set aside for Small Business. Only solicitation responses submitted by Small Businesses will be accepted by the Government. Any response that is submitted by a contractor that is not Small Business will not be considered for award.
