PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3/4/5, Missouri Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Service Road Replacement project for the Gateway Arch National Park in St. Louis, MO. Work consists of providing all labor, materials, tools and other equipment necessary for installation of new low voltage light bollard fixtures and widening of existing service road IAW attached specifications. SOLICITATION NUMBER: 140P6222R0003 PROJECT MAGNITUDE: Between $250,000 and $500,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by May 2022 with performance to begin in May/June 2022. Construction Wage Rate Requirements for St. Louis County, MO will apply. EVALUATION FACTORS: Technical, Past Performance, and Price North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237310, and the size standard is $39.5 million. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid-April 2022 and will be posted to the Contract Opportunities/SAM.gov/FBO website at https://sam.gov/content/opportunities . SOURCES SOUGHT (MARKET SURVEY): The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey. Prime contractors interested in working at Gateway Arch National Park the work will consist of: Providing all labor, materials, tools and other equipment necessary for the replacement of road surface, curb and gutter of existing service road. We anticipate that work would begin in late May/June 2022. The NAICS code for this project is 237310 - Highway, Street, and Bridge Construction, with a small business size standard of $39.5M. The Magnitude of Construction anticipated is between $250,000 to $500,000. Interested contractors should also consider their construction bonding capacities when responding. Contractor must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under NAICS code 237310 to be considered/confirmed.
