____________ AMENDMENT 0001 issued on 6/26/2020 TO RFQ 140P6220Q0015: The purpose of this amendment is to provide responses to questions received from prospective quoters, to provide the Wage Determination that was requested from the Department of Labor, and to amend the Clauses and Provisions issued with the solicitation.. 1. Questions posed by interested parties will be indicated with a "Q" Government's Responses will be indicated with a "R" Additional Information by the Government will be indicated with an "AI" Q-1: In the Scope of Work document for the NABat Ozark RFP, under VI (Deliverables) & Section D (Long-term Roost Bat Surveys and Report) do you have a preference/mandate for what type (full spectrum vs. zero cross) of acoustic detector is used for these passive surveys? R-1: Full spectrum but may change based on environmental setting/locations. ------------ Q-2: Under II (Acoustic Surveyor Qualification Requirements) Section E (Approved Data Partner Status), does this need to happen before a quote is submitted? We have experience with collecting and analyzing acoustic data but we've never personally uploaded data to NABat's database. I know someone from the government has to sponsor you in order to get access to upload so if I need to do that I'll have to start reaching out now. I assume if we got the project you all would sponsor us so I'm not sure if achieving approved data partner status is necessary before submitting the quote or not. R-2: Contractor does not have to be approved prior to quote. ONSR will set-up a project within NABat and the contractor will need to develop a login based on their email address. Then ONSR or NABat program manager can add the contractor to the ONSR (Ozark National Scenic Riverways) project and provide them with the desired permissions for uploading data. After they have been connected to the ONSR project, it will show up in their list of projects after they log on. ------------ AI-3: The Department of Labor has provided the SCA Wage Determination appropriate for this project and location, and is included with this amendment as Attachment 2, consisting of 12 pages. ____________ 2. The Clauses and Provisions issued with the solicitation are amended and included in this amendment as "Amended (v2) Clauses and Provisions." The amended Clauses and Provisions affected are: a. Clause 52.212-5, paragraph (c)(1) and paragraph (c)(2). Amended as a result of the inclusion of the SCA Wage Determination and Federal Equivalency Wage Rates. b. Clause 52.222-42. Amended as a result of the Federal Equivalency Wage Rates. c. List of Documents, Exhibits and Other Attachments. Amended due to the addition of Attachment 2 - SCA Wage Determination. d. Due to a FAR update, Clause 52.219-6 Notice of Total Small Business Set-Aside (DEVIATION 2019-01) is being deleted and Clause 52.212-5, paragraph (b)(14) is applicable and added. 3. If there were any questions asked or submitted by interested parties prior to Thursday, June 25, 2020 at 3:00 p.m. central time, and were not addressed in this amendment, email the Contracting Officer no later than Tuesday, June 30, 2020 at 10:00 a.m. central time. 4. Potential Quoters are to consider the information furnished in this Amendment 0001 in the preparation of his/her quote. 5. Should any of the information in this Amendment 0001 contradict, change, add, or delete any work or specifications described in the original solicitation documents and/or its attachments, the information contained in Amendment 0001 is deemed to take precedence and will supersede that specific information found to be contrary to, or lacking from the original solicitation documents and its attachments, except when a subsequent amendment has been issued for clarification or correction. Other exceptions include apparent clerical errors, and minor informalities or irregularities that are merely a matter of form and not of substance. 6. Any and all amendments that have been issued against this solicitation are to be acknowledged by the Quoter and submitted with his/her quotation. 7. Reminder to please refer to Attachment 4 of the solicitation, Instructions to Submit a Quotation and follow the instructions therein. 8. SOLICITATION CLOSING DATE IS NOT EXTENDED. The closing date and time for receipt of quotations remains as Wednesday, July 1, 2020, at 3:00 p.m. central time.
