The purpose of this amendment is to provide questions and answers and extend the due date to July 13, 2020 at 2:00 PM Central Time. All other terms and conditions remain unchanged. Q1. According to State of Michigan, contractors are not required to have a maintenance and alterations license to paint in the state of Michigan. Do we just need an EPA license? A1. Builders or alteration license is no longer needed. Offerors need an EPA Lead Certification and will need to provide a list of trained crew members who were trained in OSHA Lead Standards within 10 days of contract award. Q2. Do prevailing wages apply to this project? A2. The solicitation is issued in accordance with the Federal Acquisition Regulation and the Department of Labor¿s Wage Determinations apply and are available for download from the posting at https://beta.sam.gov/ Q3. What is the workmanship warranty on this project? A3. This warranty shall continue for a period of 1 year from the date of final acceptance of the work. FAR 52.246-21 Warranty of Construction Q4. What are the liquidated damages for this project and are they assessed by the weekday or calendar day? A4. There is no liquidated damages clause for this project. Q5. For the Thoreson long machine shed roofing, is bright silver paint a possibility? The front you see in the pictures. The back is totally different. It may be something to consider later. A5. Roofs will not be painted in accordance with the Scope of Work. Q6. The gutter on that shed is galvanized metal in good shape. Being the only gutter we found, do you want to leave it in its original condition and appearance? Oil paint applied to match the base color of red will work, but if it¿s the nostalgic look¿¿.? A6. The gutter on the machine shed will remain as is. Q7. Windows: I did find in several locations, the TDL window frames have some dry rot in the frames and dividers. The specs call out window glass replaced, but nothing about replacement of dry rot. Is that something the carpenter will attend to, who is currently working at that site? A7. We are planning for window repairs to be completed prior to the work of this contract beginning. Q8. In looking at the SOW, there is a limit on hours of operation per day. The question is; with all sites being out in the country, would it be okay for the crew to work later hours and thru the weekends? A8. Extra hours will be permitted with prior approval of the COR. Making sure each coat of primer and paint is approved. Q9. There is less time available for exterior work thanks to Michigan Winters and taking advantage now will speed-up the process. The COVID-19 pandemic has made scheduling less flexible. If we are awarded the project, can the notice to proceed be a little more flexible? A9. Provided the awardee¿s bonds, insurance, certifications, etc. are provided within 10 days of contract award, we will schedule the pre-construction meeting and should be able to issue the Notice to Proceed that same day or within a couple of days barring any unforeseen issues. See Answer 8 above regarding the possibility for working later hours and on weekends. Q10. Is a site visit mandatory? A10. A site visit is strongly encouraged but is not required for this project. The contractor must perform the work in accordance with the Scope of Work and any other contract addenda in the solicitation and award. Although it is not mandatory, it is in a contractor's best interest to inspect the site to ensure they understand what is required and so they can put together a competitive proposal. It is at a contractor's discretion to attend one or not, keeping in mind the award will be made as a Firm Fixed-Price contract. End of questions and answers.

This notice is for informational purposes only and is not a request for submission. The National Park Service, Interior Regions 3, 4, & 5, Midwest Regional Office Major Acquisition Buying Office (MABO), intends to issue a solicitation for exterior painting of 12 structures in Sleeping Bear Dunes National Lakeshore at Empire, Michigan. General work will include the following: Provide all certifications, licensing, labor, tools, materials, and equipment necessary to complete the exterior painting of 12 structures. Paint all exterior walls, fascia, soffit, windows, doors, frames, trim, attached decks, handrails, and gutters. Removal of all loose glazing from windows and re-glaze windows with approved glazing material. All work which disturbs surfaces that are coated with lead-based paint must be performed in accordance with the Occupational Safety and Health Administration (OSHA) 29 Code of Federal Regulation (CFR) Part 1926.62, Lead Exposure in Construction; EPA 40 CFR Part 745 Lead. In addition, all other applicable federal, state and local codes, rules and regulations must be adhered to by the Contractor. Contractors are advised that Lead Based Paint has been identified within the proposed painting projects and must be familiar with the OSHA lead in construction standard and its requirements; EPA 40 CFR Part 745. Contractors shall have a State of Michigan License. A license as a residential builder or maintenance and alteration contractor in painting and decorating is required when engaging in painting on a residential or combination residential and commercial structure. This procurement will be a 100% Small Business set-aside and is open to all responsible Small Business sources. A Site Visit will be scheduled if allowed and Social Distancing guidelines shall be adhered to. Type of Contract: Firm Fixed Price NAICS 238320 - (Painting and Wall Covering Contractors); the Small Business Size Standard is $16.5 million. The Project Magnitude is between $100,000 and $250,000. Contract Period of Performance: Estimated at 45 days from receipt of the Notice to Proceed. SITE VISIT: Site Visit location, date and time will be in the posted solicitation once issued.
