SYNOPSIS: Cape Hatteras National Seashore, RV sites and Utilities THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Interior Region 2, Storm Recovery Program, intends to issue a Request for Proposal to construct new water, sewer, and electric utilities and build ten (10) new RV sites, Cape Hatteras National Seashore, Ocracoke, North Carolina. A detailed Statement of Work will be provided with the solicitation documents. PUBLICIZING: The official solicitation and its attachments will be issued on or about December 21, 2022 (date is subject to change) and will be posted to the SAM.gov website at https://sam.gov/ under ¿Contract Opportunities¿. This procurement will be 100% set-aside for Small Businesses. The NAICS code is 237990. The small business standard is $39.5 million. ESTIMATED MAGNITUDE: Between $500,000 to $1,000,000 TYPE OF PROCUREMENT: It is anticipated that a firm-fixed price construction contract will be awarded requiring submission of both a technical and price proposal. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Payment and Performance Bonds and Bid Guarantee will be required. Contract is expected to be awarded by February 2023. Federal Construction Wage Rates for Hyde County will apply. SAM REGISTRATION: All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code 237990 and NOT have any exclusion such as a delinquent federal debt or debarment. SITE VISIT: Only one (1) site visit is scheduled for this action. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation because of this notice. NOTE: No additional information is available until the solicitation is released.
