This acquisition is a 100% total small business set-aside. The NAICS code is 237310, Highway, Street and Bridge Construction and the size standard is $39.5 million. In accordance with FAR Subpart 36.204, the magnitude of construction is estimated between $100,000 and $250,000. THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Storm Recovery Program, intends to issue a Request for Proposal for repairing Lameshur road by removing large rocks and placing crush and run material to smooth out existing roadbed. Location of work is on the island of St. Johns¿ within the Virgin Islands National Park, Virgin Islands. A detailed Statement of Work will be provided with the solicitation documents. PUBLICIZING: The official solicitation and its attachments will be issued on or about 11/23/2020 (date is subject to change) and will be posted to the beta.SAM.gov website at https://beta.sam.gov/ This procurement will be 100% set-aside for Small Businesses. The NAICS code is 237310. The small business standard is $36.5 million. The contracting office will not provide hardcopies or email copies of the solicitation. CONSTRUCTION PROJECT MAGNITUDE: Between $100,000 and $250,000 TYPE OF PROCUREMENT: It is anticipated that a firm-fixed price construction contract will be awarded requiring submission of both a technical and price proposal. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Contract is expected to be awarded by December 2020. Federal Construction Davis Bacon Wage Rates for Virgin Islands will apply. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code 237310 and NOT have any exclusion such as a delinquent federal debt or debarment. SITE VISIT: Only one (1) site visit is scheduled for this action. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
