SYNOPSIS: Integrated Video and Security Management System for San Juan National Historic Site THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Contracting Operations East, South Contracting Office intends to issue a Request for Proposal (RFP) for the replacement of existing video surveillance equipment with an integrated video and security management system at the San Juan National Historic Site in San Juan, Puerto Rico. The project includes the installation of video surveillance, intrusion detection, access control, and emergency communications systems to address existing vulnerabilities and enhance security at various facilities within the park. The system will be designed to provide unified oversight and rapid response to incidents, integrating with the existing NPS dispatch service to offer extended coverage and officer support. A detailed Statement of Work will be provided with the solicitation documents. PUBLICIZING: The official solicitation and its attachments will be issued on or about June 1, 2025, and will be posted to the SAM.gov website at https://sam.gov/content/home. This procurement will be 100% set aside for Small Businesses. The NAICS code is 561621 - Security Systems Services. The small business standard is $25 million. ESTIMATED MAGNITUDE: Between $500,000.00 and $1,000,000.00 TYPE OF PROCUREMENT: It is anticipated that a firm-fixed-price contract will be awarded requiring submission of a technical proposal, past performance, and price proposal. The Government intends to award one contract resulting from this solicitation to the responsible offeror whose proposal will be most advantageous to the Government, price, and other factors considered. Payment and Performance Bonds will be required. SAM REGISTRATION: All interested offerors MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code 561621, and NOT have any exclusions such as delinquent federal debt or debarment. SITE VISIT: A site visit will be scheduled for this action. Offerors are encouraged to review the attachments in the solicitation to fully understand the requirements and conditions that may affect the cost of the project. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request to submit offers.
