This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated March 10, 2021. The FAC and FAR are available at https://www.acquisition.gov/FAR. The associated North American Industrial Classification System (NAICS) code for this procurement is 484220, with a small business size standard of $30M. This synopsis page combined with the posted Standard Form 18 and the attached Map with GPS coordinates (attachment #1) will make a complete solicitation package. A fully formatted and complete version of this solicitation is also attached. This Acquisition may result in a firm fixed price purchase order. The South Major Acquisition Buying Office (MABO), 40001 SR 9336, Homestead, FL 33034 is seeking a contractor to provide all labor, tools, vehicles, equipment, materials, transportation, and supervision required to haul stock-piled aggregate from four (4) locations to various other locations within Big Cypress National Preserve (BICY). There are 4 locations throughout BICY (See Attachment #1) that stock-piled fill will be loaded onto contractor-provided dump trucks by government personnel, to be transported to one of the 10 locations by the contractor. All sites are within a 20 mile radius. Contractor shall provide 5 (five) 18-20yd dump trucks with drivers running simultaneously to and from sites specified by the government, continuing until funds are exhausted or hauling is complete. All routes are accessible and at least improved gravel roads. Government personnel will load contractor-provided dump trucks. Contractor shall haul material from 4 stockpile locations along Birdon and Turner River roads to canal plugs along Birdon and Upper Wagon Wheel roads. Refer to second page of attachment #1 for GPS locations following the map. Each plug is between stockpiles #1,2, and 3. The Contractor shall comply with all Federal, State, local laws, Manual on Uniform Traffic Control Devices (MUTCD) guidelines, along with regulations and standards regarding environmental protection and always comply with all Occupational Safety and Health Administration (OSHA) standards. Birdon road dead ends into Upper wagon wheel where you can only turn right. The GPS coordinates are along this route marked in red and white path. The government will be marking all plugs and stockpile sites with ribbon so it will be easy to spot for truck drivers. Contractor will empty there loads of material at edge of canal, and the government will spot the drivers. Hours of Operation: 10 hours a day, Monday-Thursday excluding holidays, for no more than 30 days beginning at 7:00 a.m. each day. (End of Clause) DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. EVALUATION CRITERIA: Award shall be made to the quoter whose quotation offers the best value to the government, considering price, estimated time frame, past performance and technical approach, which are all equally weighted. The Contracting Officer may use information from other sources to evaluate past performance. This includes, but is not limited to, Past Performance Information Retrieval System (PPIRS).
