Blue Ridge Parkway National Park is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Required Services: The contractor shall provide all labor, tools, equipment, materials and supervision required to complete this project. This requirement consists of; road prism clearing and brushing, vista clearing. The work is located in Blue Ridge Parkway NP, counties are listed in its own attachment. The services to be provided within this Statement of Work (SOW) consist of clearing scenic vistas, Clearing Scenic Vistas in Virginia Lessen the impact on native species, the Northern Flying Squirrel, and reduce or slow down the growth of invasive plants at vista sites. The new approach also provides latitude in reshaping and redirecting visitor views to enhance the scenic experience and reduce degraded views adjacent development that may be impacting the view shed. Parking Vistas (Overlooks) (PV): Views from roadside parking areas often referred to as overlooks. These vistas may include the roadside areas on either or both sides of the parking area or the area across the Parkway from the parking area. Roadside Vistas (RSV): Views from the roadside that are areas immediately behind the grass shoulder, guardrails and rock walls and are primarily viewed through the windshield of a moving vehicle. Canopy/ Axial Vistas (CA V): Roadside views through stands of trees and shrubs. May also be views from a parking overlook or utilized to enhance a shrub or grass bay area. Applicable Conditions. Contractor is required to furnish all personnel and material to meet the requirements specified in the contract work statement. The Government intends to award a firm-fixed price commercial services contract based on the proposal that represents the best value (LPTA) to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Par 15, Negotiations and FAR Part 19, Small Business Programs. 100% Total Small Business Set-Aside.
