The National Park Service (NPS) is issuing combined sol/synopsis for the removal and replacement of 20 (with additional as price options) picnic tables and picnic grills along the Blue Ridge Parkway in the Humpback Area of the Ridge District in Virginia. The contractor will purchase the appropriate concrete tables and elevated picnic grills that meet the specifications, and the contractor will fabricate appropriate wood seats for the concrete picnic tables. The Humpback Rock picnic area has 98 picnic sites, of which 20 tables (with wood benches) and picnic grills are to be replaced, three of those designated wheelchair accessible. This project also allows for price option to rehabilitate additional picnic sites at Humpback Rocks Picnic Area, striping for van accessible parking space, sidewalk and ramp for that parking space, and a 120-linear-foot accessible path. TYPE OF CONTRACT: Firm Fixed Price 100% small business set-aside procurement. The NAICS code is 238990 All other Specialty Trade Contractors and the size standard is $16.5 million. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $100,000 and $250,000. Period of Performance 6/1/2023 to 4/15/2023 SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested Offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. The solicitation, plans, and specifications are expected to be posted on or about April 28, 2023. The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency. The contracting office will not provide hardcopies or email copies of the solicitation. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment.
