REPLACE SEPTIC AT OCRACOKE MAINT GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around -5/24/2023. The entire solicitation package, including all attachments, will be available electronically at www.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The National Park Service (NPS) Cape Hatteras NATIONAL SEASHORE The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to replace the septic tank with a new septic tank and lift station located behind the Ocracoke Maintenance building. The NPS maintenance building on Ocracoke includes two restrooms with a toilet and sink in each restroom. The wastewater from the restrooms flow into a septic tank located behind the maintenance building. A laundry building used by park service staff living in housing units also flows into the septic tank. The septic tank empties into a drainfield located approximately 40 ft behind the maintenance building. The existing septic tank is approximately 750 gal and is located approx. 10 ft from the maintenance building. The site was examined according to North Carolina Administrative Code Title 15A Chapter 18 Environmental Health Subchapter 18A Sanitation Section .1900 Sewage Treatment and Disposal Systems. Specifically, the topography, landscape, soil characteristics, soil wetness condition and water table depth, soil depth and restrictive horizons, daily flow rate, and setbacks for the location of tank and drainfield. Replace the septic tank with a new tank and lift station connect to another lift station. 1. Obtain an updated septic permit from Hyde County Public Health Department before commencing the work on site. Provide a copy of the completed permit to the CO/COR. 2. Demo existing 750 gal concrete septic tank and distribution tank located immediately behind the maintenance building. 3. Provide new 1,000 gallon concrete septic tank. Locate new tank in approximately the same location as the existing. 4. Connect existing sanitary sewage drain pipe from Ocracoke maintenance and the Laundry building to the new septic tank. 5. Provide new exterior enclosed package unit above ground sewage lift station suitable for a marine environment. Connect new lift station to the electric panel within Ocracoke Maintenance Building. Lift station shall have the following specifications: Connect new lift station to the existing lift station located behind the Ocracoke Office Trailer. PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price contract to meet this requirement. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
