REPLACE SEPTIC SYSTEM AT BI Q119&120 GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around -5/20/2023. The entire solicitation package, including all attachments, will be available electronically at www.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The National Park Service (NPS) Cape Hatteras NATIONAL SEASHORE Bodie ISLAND, NC is seeking qualified firms or organizations for the replacement of the septic tank and drainfield at Quarters 119 and 120 on Bodie Island. The quarters at 119 and 120 Park Service Rd in Nags Head are two houses constructed of wood framing and installed on wooden piles. Both houses are 3 bedroom single family homes. The two houses share a 2,000 gal septic tank and approximately 200 ft of drainfield. The houses and shared septic system were constructed in the 1960s and have deteriorated. The existing septic tank was recently uncovered and the lid was compromised and the interior baffle was found to be broken. The drainfield has failed and no longer accepts effluent. Sewage is being pumped periodically from the septic tank to allow limited usage of the quarters. The wastewater drain lines from the quarters buildings to the existing septic tank are suspected to be asbestos pipe. The site was examined according to North Carolina Administrative Code Title 15A Chapter 18 Environmental Health Subchapter 18A Sanitation Section .1900 Sewage Treatment and Disposal Systems. Specifically, the topography, landscape, soil characteristics, soil wetness condition and water table depth, soil depth and restrictive horizons, daily flow rate, and setbacks for the location of tank and drainfield. Replace the existing septic system with a new septic system meeting Title 15 of North Carolina Administrative Code Chapter 18A (15A NCAC 18A .1900) (attached) and the below tasks. 1. Demo existing 2,000 gal septic tank and distribution tank. Remove the tanks and their contents completely. 2. Demo existing drainfield and soil: a. Remove existing gravel and pipe in trenches (approx. 200 linear ft) b. Excavate and dispose of existing drainfield soil. Remove minimum 2.5 ft deep x 50 ft long x 40 ft wide (approx. 185 cy) including all vegetation and roots. Dispose of sand at a State approved Solid Waste landfill. Do not sell or reuse the sand. Provide receipts for the weight/volume of the waste soil. 3. Provide new 2,000 gallon concrete septic tank. Locate new tank in approximately the same location as the existing 4. Connect existing sanitary sewage drain pipes from Quarters 119 & 120 to the new septic tank. 5. Provide new concrete distribution tank and infiltrator type drainfield. Drainfield shall be a minimum of 240 LF x 3 ft wide trenches 6. Provide new fill material. PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price contract to meet this requirement. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
