The National Park Service is issuing a combined synopsis/solicitation for contractor to provide an individual or individuals to serve as team advisor or Chief Negotiator, during contract negotiations which will draft a new collective bargaining agreement for the determined exclusive representative of employee on the Blue Ridge Parkway (BLRI) represented by the American Federation of Government Employees (AFGE) AFL-CIO. The Government intends to award a firm-fixed price commercial services contract based on the proposal that represents the best value to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Par 15, Negotiations and FAR Part 19, Small Business Programs.
