GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 7/14/2021. The entire solicitation package, including all attachments, will be available electronically at www.beta.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The NPS is seeking qualified firms or organizations for the installation of underground fiber optic infrastructure between buildings to create a campus environment. This project will connect the Wright Brothers National Memorial (WRBR) Visitor Center network room to network cabinets inside both the large and small fee booths and to the network cabinet in the office trailer. The project includes all labor, supplies, materials, and testing necessary to create a fully functional fiber optic network between these four buildings. It is the responsibility of the contractor to provide a fully functioning network infrastructure from end to end (fiber optic patch panel to fiber optic patch panel) for each building within the campus. Acceptance of the completed work will be based on an acceptable Bi-Directional OTDR test that falls within the specified limits. This scope of work describes the minimum level of performance required by the government. All equipment must be new and unused. *Connecting non-government devices to the government data network is strictly prohibited! All technicians performing work must be certified to install and terminate fiber. All work shall be done in accordance with the attached National Park Service Cabling Standards for all data network cabling specifications and installation requirements. The Wright Brothers Visitor Center is a National Historic Site. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
