THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Blue Ridge Parkway, will be contracting to make safety improvements and preservation measures to several of the Blue Ridge Parkway Road Tunnels. There are 25 tunnels in North Carolina and 1 in Virginia; work to include: remove and replace: signage, centerline striping, pavement markers, edgeline pavement and perform traffic control. Location of project: Tunnel work along the Blue Ridge Parkway, 25 tunnels in North Carolina and 1 in Virginia. This proposed acquisition will be 100% small business set-aside procurement. The NAICS code is 237310 Highway, Street, and Bridge Construction and the size standard is $39.5 million. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $100,000 to $250,000. The solicitation, plans, and specifications are expected to be posted on or about May 22, 2020 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by May 22, 2020 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote.
