The National Park Service (NPS) Outer Banks Group (OBG) is issuing a combined synopsis/solicitation, based on the availability of funds, for the purchase of construction materials to several sites on Cape Hatteras National Seashore. Base bid of sand, shell, and clay material. Options to purchase additional materials at Ramp locations along the seashore. The site locations include: 1) Borrow Pit Parking Area: along Highway 12 about 2 ½ miles of the Ocracoke Ferry Dock. 2) Sound side Ramp 48 Parking Area: Off Highway 12 about 5 1/3 miles South of Salvo, N.C. 3) Ocracoke Maintenance: See Figure 3 4) Cape Point Campground parking: Located at the end of the Cape Point Campground 5) Off Road Vehicle Ramps 25, 27, 30, & 32: located off of highway 12 between Salvo, N.C. and Avon N.C. 100% Total Small Business Set-Aside The NAICS code is 212311 Dimension Stone Mining and Quarrying, Size Standard 500. The Product Service Code is 5610 Mineral Construction Materials, Bulk. The Government intends to award a firm-fixed price commercial contract based on: Availability of Funds and the quote that represents the best value to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 19, Small Business Programs. The contracting office will not provide hardcopies or email copies of the solicitation, please review the attachments posted. Required Services: The contractor shall provide all labor, tools, equipment, materials and supervision required to complete this project. The government reserves the right to award none, any or all of the bid options in any order.
