GREAT RIVER ROAD - HISTORIC CONTEXT STUDY The purpose of this amendment 0002 is to post additional questions and answers for this project. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-87 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. This is a total small business set aside in accordance with FAR 19-502-2. The principle NAICS is 541990 and size standard is $17M. The National Park Service, East Contracting Office has a requirement for the preparation of a context study and supporting materials (maps, photographs, resource lists) to aid evaluation of National Historic Landmark eligibility for an eleven-mile stretch of the Great River Road along the west-bank of the Mississippi River in west St. John the Baptist Parish, Louisiana (proposed district). The study area is an approximately eleven-mile section of Great River Road, or Louisiana Highway 18, which begins at the St. John the Baptist County line and ends at the St. John the Baptist County line (see county map). The study area is part of the State-certified River Road Cultural District and the local Parish-designated River Road Historic District. The local district lies between Baton Rouge and New Orleans, a popular drive along Louisiana¿s Historic River Road. National Register listing and NHL designation efforts in this area have been piecemeal resulting in individually recognized properties including, Sorapuru House, Haydel-Jones House, E.J. Caire and Co. Stores, Evergreen Plantation, Whitney Plantation (see attached NRIS list for full accounting of National Register listed/eligible properties). Although the primary focus of this effort is the eleven-mile stretch of Great River Road within St. John the Baptist County, the study should acknowledge other properties that are historically associated but outside the parish, for example Oak Alley Plantation, San Francisco Plantation, and Homeplace Plantation. The solicitation number assigned to this requirement is 140P5123Q0019. The solicitation is issued as a Request for Quote (RFQ). The Government intends to award a Firm-Fixed Price Contract to the firm that provides the best value without discussions in accordance with FAR 13.106-2. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid UEI number and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 541990 in the Representations and Certifications portion of SAM.gov.
