Pre-Solicitation SYNOPSIS - Exterior Lighting Improvements at Martin Luther King, Jr. National Historical Park Atlanta, Georgia The National Park Service (NPS), Interior Region 2, South Atlantic Gulf Office intends to issue a solicitation Exterior Lighting Improvements located at Martin Luther King, Jr. National Historical Park, which is classified as a construction contract. The intent of this notice is to announce the impending solicitation to be released on or about February 22, 2022, for a total of approximately 45 days, with an anticipated award date on or about March 22, 2022. The Period of Performance (POP) is anticipated to start on or about April 13, 2022, for two-hundred-ten (210) days. As this is a construction requirement and provides a service to the Government, the non-manufacturer rule does not apply. This project will address the demolition and replacement of concrete paving, brick pavers and vegetation in disturbed areas, and installation of concrete footings and concrete bases for light poles. This item also consists of barricades, erosion control, tree protection fencing and general cleanup. Perform removal of non-code compliant existing electrical installations and systems not working along with other electrical components including but not limited to light poles, in ground light fixtures, and wiring. This item also consists of installation of new conduit, wiring, light fixtures, receptacles, sensors, electrical panels, timeclock, and other lighting and electrical between John Wesley Dobbs Avenue and the Visitors Center. The applicable NAICS code is now 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $16.5 million, falls under the Product/Service code of Z2MZ, Repair or Alteration of EPG Facilities - Other, Including Transmission, and will be set-aside for 100% Small Business entities. This solicitation will be issued as a Request for Proposals (RFP) per FAR Part 15.203. At minimum, the evaluation factors will include acceptability of technical proposal, past performance, and price; specific evaluation factors for the project will be included in the official solicitation. This will be a firm-fixed, price contract, and the magnitude of work is anticipated between $500,000 and $1,000,000. The official solicitation announcement will also post to the System for Award Management website (sam.beta.gov) under contract opportunities. Proposals will be accepted from all responsive and responsible small business concerns. Prospective offerors must be registered in the System for Award Management (SAM) at www.sam..beta.gov prior to the receipt of any award.
