This is a Pre-solicitation Notice to Request Qualifications for Cultural Resources Architect-Engineer Services under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Interior. The policies and procedures applicable to this acquisition for Cultural Resources services are set forth in Federal Acquisition Regulations (FAR) Subpart 36.6 and Brooks Act (Public Law 95-582). This Announcement is NOT a request for proposal, should not be construed or interpreted as a contract or a commitment of any kind, nor does it commit the National Park Service to pay for any costs incurred by the offerors in the submission of qualifications. No solicitation package issued until after an evaluation of the submitted SF330s. Any requests for a solicitation will not receive a response. The National Park Service (NPS), Interior Region 2, South Atlantic Gulf is seeking qualified Small Business firm(s) to provide Multi-Disciplinary Architect-Engineer (A/E) Services under Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide cultural resource services that consist of the production of Historic Structure Reports (HSRs), Condition Assessment Reports (CARs), Material Analysis Reports, HABS/HAER/HALS Documentation, Cultural Landscape Reports (CLRs) and Cultural Landscape Inventories (CLIs) produced to the NPS standards. Other related documentary research and physical analyses may also be required under the IDIQs, including the development of treatment plans, preservation maintenance plans, cost estimates, PowerPoint/presentation documentation; and documentation/consultation for the Historic American Building Survey (HABS), Historic American Engineering Record (HAER) and Historic American Landscape Survey (HALS). The acquisition will result in four or more indefinite delivery/indefinite quantity (IDIQ) contracts. Each contract shall have a base period of one year plus 4 one-year option periods. A guaranteed minimum of $500.00 per year and $2,500 for the life of each awarded contract. The total capacity of all the IDIQs will be $10,000,000.00 during the five-year period. PRIME CONTRACTOR SPECIALIZATION Prime Contractors shall be predominately architecture and architectural engineering firms specializing in cultural resource management and/or historic architecture and/or historic landscape architecture. AREA OF COVERAGE Primary Area: The primary area of coverage is the Southeastern United States: Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, San Juan, PR, South Carolina, Tennessee, the U.S. Virgin Islands, and Virginia. DISCIPLINES A) Required Disciplines: Include, but are not limited to, professional licensed or registered architects, engineers and landscape architects, and professionals meeting the Secretary of the Interior¿s Professional Qualification Standards for Historic Architecture, Architectural History, History, as well as Historic Landscape Architecture, Architectural Conservators, Materials Analysis & Testing, Structural Engineering, Civil Engineering, Landscape History, Historic Documentation Specialists, LiDAR Survey and Recordation Specialists, Architectural Barriers Act Accessibility Standards (ABAAS) Specialist, and Cost Estimating Engineering. B) Additional Disciplines: Additional disciplines may be requested for some projects. These disciplines include registered, certified, or professionals qualified in the following areas: Preservation Planning, Environmental Planning, Acoustics, Air quality, Anthropology, Archeology, Cultural and Natural Resources, Botany, Condition Assessment Specialists, Geotechnical Engineering, Land Surveying, LEED Accredited Professional, Industrial Hygiene, Land and Hydrographic Surveying, and Sustainable Technologies Specialists. PROFESSIONAL LICENSES AND REGISTRATIONS FOR ¿REQUIRED¿ DISCIPLINES Primary Area of Coverage: In order to be considered for award of this IDIQ contract, firm(s) must possess all professional qualifications including individual licenses, certifications, etc. for each of the Required Disciplines noted above, for those states in the Primary Area of Coverage. At the time of submission, teams, shall have at least one person licensed in each state within the Primary Area of Coverage, for each Required Discipline. Secondary Area of Coverage: Professional licenses and registrations are not required for the secondary area at the time of solicitation, however, the awarded AE shall be eligible to become, within 30 days of NPS request, licensed or registered in the Secondary Area of Coverage, for each Required Discipline. TYPES OF PROJECTS Projects may include, but are not limited to the following architectural design services; preservation, research, documentation and interpretation of historic buildings, and cultural landscapes. The successful contractor(s) shall possess specialized knowledge and experience in historic and pre-historic structures, and reporting related thereto; cultural landscape and reporting related thereto; collection management, surveying and reporting related thereto. PRIMARY SERVICES REQUIRED The services to be provided will be primarily: A) Historic Architecture a. Historic Structure Reports (HSR) b. Conditions Assessment Reports (CAR) c. Material Analysis Report (MAR) d. HABS/HAER/HALS Documentation B) Cultural Landscapes a. Cultural Landscape Reports (CLRs) b. Cultural Landscape Inventories (CLIs) C) Documentation to standard set through the Historic American Building Survey (HABS), Historic American Engineering Record (HAER) and Historic American Landscape Survey(HALS). a. Narrative histories b. Plan, Elevation, Section 2-dimensional drawings c. Photographic studies d. LiDAR/laser scan recordation of structures, features and landscapes, including capacity to generate fly-overs as well as still views of the subject resources. D) Other related documentary research and physical analyses may also be required under the IDIQs, including the development of treatment plans, preservation maintenance plans, cost estimates, PowerPoint/presentation documentation for specific projects. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Offerors are encouraged to provide small business concerns with the maximum practicable opportunity to participate as subcontractors. The North American Industry Classification System (NAICS) for this requirement is 541330, Engineering Services with a corresponding size standard of $16.5 million. The size if a small business firms includes all parents, subsidiaries; affiliates etc. see 13 CFR 121.103 and 13 CFR 121.108. The product service code for this procurement is B521, Historical Studies. In accordance with FAR clause 52.219-14, LIMITATIONS ON SUBCONTRACTING, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the selected firm. For this procurement, percentage of work performed/costs incurred by all small business firms under the contract shall be included in meeting the 50 percent requirement. The contract type is Firm-Fixed Price. SYSTEM FOR AWARD MANAGEMENT (SAM) Prime Offerors shall be certified in Systems for Award Management (SAM) at https://www.sam.gov. TASK ORDERS: Limitations: All services will be provided under Indefinite Delivery / Indefinite Quantity contracts. Work will be ordered by issuance of Firm Fixed Price type task orders. The maximum ordering limitation will be $10,000,000.00 for the life of the contract. Each task order will not exceed $1,000,000.00 unless agreed to by both parties. The $10,000,000.00 maximum may be realized in a single year or spread out over the life of the contract including all option years. A guaranteed minimum of $500.00 per year and $2,500 for the life of each awarded contract. Authorized Government Users: Only the National Park Service, Interior Region 2, South Atlantic Gulf is authorized to use the subject IDIQ contract(s). Only East Contracting Office Contracting Officers can place task orders and authorize modifications to task orders issued under the contract. AE Selection: Each selected firm shall be provided a fair opportunity, in accordance with Federal Acquisition Regulations, to be considered for task orders to be issued. The Government may use such factors as experience, qualifications, past performance, environmental and/or cultural sensitivity, quality of deliverables, timeliness and schedule control methods, geographic location, and other factors (i.e., knowledge of local methodologies and practices, natural and cultural compliance, capability to utilize specific software, etc.) that the Contracting Officer, in the exercise of sound business judgment, believes are relevant to the placement of orders. This procurement will be a two-Phase solicitation process. Phase I will invite interested firms to submit preliminary qualifications. Phase II of the process will invite shortlist of highly qualified firms based on demonstrated competence and qualifications to submit a proposal. Firms in the competitive range will be required to participate, as part of its proposal, in an oral presentation. Oral presentation is an opportunity for dialogue between the firm and the government and allows the firm to augment its written proposal. Therefore, firms should be prepared to discuss all aspects of the criteria as well as the evaluation criteria indicated herein, and demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the firm¿s past performance, technical expertise and understanding of the unique aspects of the project, approach and philosophy, project management plan, and quality assurance plan. Responses to the evaluation criteria and questions during the oral presentations will be incorporated into the evaluations. The dates, times, and location for the oral presentations will be provided ONLY to those firms in the competitive range. and interview with the evaluation team. SUBMISSIONS Contents Firms that fully meet the requirements described in this announcement are invited to submit: 1. A Letter of Interest 2. EVALUATIONS The Government reserves the right to award contracts, based on the Selection Authority¿s final selection list, in order of preference, to the firms considered most highly qualified to perform the work. A contract will not be awarded unless prices/rates are determined fair and reasonable by the Government. Statements of Qualification will be evaluated based upon the following criteria, applied to the proposed team, listed in descending order of importance. In accordance with FAR Clause 52.219-1 Limitations on Subcontracting, 50% of contract performance incurred for personnel shall be expended for employees of small business concerns. When responding to the Technical Evaluation Criteria, demonstrate how this limitation will be met. Technical Evaluation Criteria: The following criterion will be used in the evaluation of the prospective firms. Firms must not submit excessive and unrelated information. As determined by the Contracting Officer, a firm¿s submittal of high (excessive) volumes of unrelated information may render the response unresponsive and therefore will not be considered for possible selection as a most highly qualified firm. To be responsive, a firm¿s response to this notice must contain the information required, by timely, responsible and convey an understanding of the requirement. Information required and submitted on the SF330 shall be inclusive of the following information (listed in descending order of importance): Technical Factor -Adequacy and thorough of work proposed ¿ Subfactor I- Team Capability ¿ Subfactor II- Team Project Performance ¿ Subfactor III- Quality Control The term ¿similar projects¿ and ¿recent projects¿ shall be defined for evaluation purposes as the following: ¿Recent Projects¿ is defined as projects within the last five (5) years; and ¿Similar¿ is defined as design services provided with significant features comparable in nature to this acquisition. The Evaluation Board will not be limited to reviewing only projects of similar size and scope for purposes of past performance. A. TEAM CAPABILITY: Demonstrate experience of the prime firm, the prime firm¿s key personnel performing the work, the proposed team of consultants and key personnel, and the prime firm and consultant team¿s experience working together as a coordinated full range multidisciplinary team. 1. Demonstrate the team¿s ability to address the following: a. Overall grasp of complex and varied project goals, historic research and background archival investigation skills, field investigation and technical condition assessment, application of high professional judgment in applying The Secretary of the Interior¿s Standards for Treatment of Historic Properties, broad knowledge of new and traditional historic property documentation methods, consideration of climate change and increased climate variability to inform future treatment scenarios, to ensure an overall balanced and thorough examination and assessment of historic properties. b. Communicate, coordinate, and facilitate work expeditiously, using proven schedule control protocols, to participate in related meetings and readily integrate into a National Park Service project team. c. Respond to expanded or multiple task orders within the primary and secondary geographic locations in this requirement, on short notice and within established schedules, while maintaining a high standard of quality and controlling costs. d. Work with multiple entities including Federal, State, and local agencies and other stakeholders. e. Professional licensure/certification for the states within the Southeast Region. 2. ORGANIZATION CHART: Provide an organization chart of the team defined in Required Disciplines, Section I.A above. The organization chart shall include the names of the key personnel, firms, disciplines, and roles of key personnel. It is not necessary to identify proposed team members for those Additional Disciplines identified in Section I.B above. 3. TEAM MATRIX: Provide a matrix that describes how the team will meet the disciplines described in Section I.A and I.B, above. B. TEAM PROJECT PERFORMANCE: Demonstrate ability to provide quality products and services, experience, and technical competence in the type of work required under this contract as described in Section II, above. The firm(s) will address the qualifications of the proposed consultants with particular emphasis on demonstrated knowledge and experience with Historic Structure Reports (HSR), Condition Assessment Reports (CAR), Material Analysis Reports (MAR), Accessibility Studies (AS), Facility Planning Models (FPM), Cultural Landscape Reports (CLR) and Cultural Landscape Inventories (CLI) and other related documentary research and physical analyses. The narrative shall address the firm¿s approach with salient features for each project and discuss how the client¿s requirements and operational objectives were satisfied. Provide the following on five projects completed within the last five (5) years addressing cultural resource tasks. 1. The project title and project Owner¿s reference (name, phone number, and email). The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your team¿s performance. 2. Describe how the project: a. met NPS standard requirements, goals and reporting guidelines b. conformed in punctuation, footnote, and bibliographic form, as well as other stylistic matters, to the Chicago Manual of Style, 17th edition or higher and the Denver Service Center Editorial Style Guide, May 2014. c. met project budgets d. addressed natural and/or cultural resource compliance/professional qualification standards set forth in The Secretary of the Interior¿s Standards and Guidelines for Archeology and Historic Preservation e. required coordination for historical research with archives, and parks. f. met universally accessible cultural resources requirements, g. responded to the climatic region similar to the Southeast Region. h. Utilized software such as the most current versions of Microsoft Office Suite (including Word and Excel), AutoCAD, and Adobe Photoshop, InDesign CS5, or other NPS-approved software as needed. i. met other requirement relevant to this RFQ not listed here. 3. Identify which team members and consultants were directly involved with the project. 4. For each project submitted, complete Sections A and B only of the attached Past Performance Questionnaire. Forward the Questionnaire with Sections A and B completed to the Owner¿s reference identified above. Direct them to complete and submit the survey to the address and point of contact by the due date in Section E of the Questionnaire. 5. Submit the narrative information requested in Paragraph B. above including copies of the questionnaire that you forwarded to your references with their point of contact information with your submittal in response to this notice. 6. Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the offeror's past performance record. 7. Note: Past performance on contracts with the Federal Government, other public agencies, or private organizations may also be considered. All submitted references may not be contacted. QUALITY CONTROL: Demonstrate the quality and effectiveness of the firm¿s work and quality review and assurance procedures for both prime and subconsultant work. Include examples of Quality Control process records demonstrating effectiveness of firm¿s procedures In addition to other factors, offers will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (i.e. multiple awards). EVALUATION RATINGS Technical Ratings. The ratings below include the consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in an offeror¿s proposal. These shall be used on all technical factors and sub-factors and sufficient documentation supporting these ratings shall be included with the ratings: Adjectival Rating Description Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low. Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate. Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. and risk of unsuccessful performance is no worse than moderate. Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high. Proposal is unawardable without discussions. Unacceptable Proposal does not meet requirements of the solicitation and thus contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable without discussions. (2) Past Performance Evaluations/Documentation shall address the following three items. (i) Recency: Recency is generally expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information. (ii) Relevance: In establishing what is relevant for the acquisition, consideration should be given to those aspects of an offeror¿s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the offeror will successfully satisfy the current requirement. Common aspects of relevancy include, but are not limited to, the following: similarity of product/service/support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting/teaming. (iii) Quality: The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offeror's past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. Requirements for considering history of small business utilization are outlined at FAR 15.304(c)(3)(ii). The Past Performance Evaluation will review all past performance information collected and determine the quality of the offeror's performance, general trends, and usefulness of the information. Once the past performance evaluation is completed, one of the following ratings shall be assigned. Performance Confidence Assessments Rating Adjectival Rating Description Substantial Confidence Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. Satisfactory Confidence Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Limited Confidence Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. Cost and Price Evaluation-Phase II: In Phase II, the price proposal shall include hourly rates for each proposed key discipline including the consultants, profit and overhead rates as well as commission. Cost or price will not be assigned a numerical weight, point score, or adjectival rating. The Evaluation Board and Contracting Officer will use cost and price analysis to evaluate the price/cost proposal to determine whether it is reasonable, as determined by comparison to Government estimates or other means of determining price reasonableness such as historical data analysis. The price/cost proposals will only be considered after all technical evaluations have been completed. The cost and price evaluation will be clearly documented by the Contracting Officer. The Contracting Officer may request from the proposed awardee(s) a copy of any recent audits such as that performed by Defense Contract Audit Agency, any other Federal, State or local government. Considering Technical Qualification and Price-Phase II: The relevancy range for both phases is outlined and responses to each factor will be scored in accordance with the guidelines. Cost or price will be used by the Evaluation Board to judge the value of the work to be done and the quality of services to be furnished and not as an addition to the cumulative results of the technical evaluation. To establish a competitive range (if necessary), the Evaluation will advise the Contracting Officer of all of the most highly rated proposals. Detailed, written rationale for the decision to eliminate any proposal from the competitive range will be prepared. Evaluation Criteria-Phase II: The Government will award to the responsible Offeror(s) whose offer most conforms to the solicitation and is most advantageous to the Government, cost or price and technical factors listed below considered. For this solicitation, technical qualification is significantly more important than cost or price. The Government reserves the right to select the lowest responsive offer if it represents the best value to the Government. Basis of Award: The selection(s) and award will be based on proposals received and evaluated by the Source Selection Authority board. The board will provide a recommend list of firms with the best/overall value and benefit to the government in accordance to FAR Subpart 36.6 and PL 92.582.
