THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Interior Region 2, intends to issue a Solicitation for a requirement at the Fort Pulaski National Monument, Savannah, Georgia. The Solicitation will be posted on beta.sam.gov on or about April 7, 2020. NOTE: No additional information is available until the Solicitation is released. Description: The Contractor shall provide all the labor, tools, materials, equipment and supervision necessary to remove asbestos areas from the Fort Pulaski Terreplein and apply a water proofing treatment to the damaged areas to prevent further water infiltration. The areas needing abatement and waterproofing are located on the parade ground wall of the terreplein of the fort. Each area measures approximately 125 square foot of vertical surface. The wall is made of historic cement which was coated in a thin layer of sheet tin. At some point in history the lead was coated with an asbestos containing paper and tar and later in some areas an elastomeric waterproofing. Over the course of time the coating has been damaged and pieces of lead torn back, and holes made in all the layers on top of the concrete. The totality of the project will be the government unearthing approximately 15 more similar areas. It is anticipated that there will be at least 10 more areas that need the same treatment. The goal of this scope is to remove the asbestos, pretreat the areas as specified and apply an appropriate underground waterproofing system to the excavated areas. Approved waterproofing system is the basis of design. A detailed Statement of Work will be provided with the Solicitation documents. This procurement will be solicited as a 100% Small Business Set-Aside. The NAICS code is 562910. The small business side standard is $20.5M. All interested offerors MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS Code and NOT have any exclusions such as a delinquent federal debt or debarment. Site Visit: In order to provide interested parties enough time to make necessary arrangements, the National Park Service is providing advanced notice of a one-day site visit. The site visit date is scheduled on April 13, 2020. The time is at 10:30am. The location is the Fort Pulaski National Monument, U.S. Highway 80 East, Savannah, Georgia 31410. You must sign up in advance to attend the site visit by emailing Emily Harte, Emily_harte@nps.gov no later than April 13, 2020 to reserve a spot. Attendance is not required in order to submit a quote. However, attendance is encouraged as this will be the only site visit provided by the NPS. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirements and conditions that may affect the cost of the project, specifications and performance. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
